, the functions and tasks of the Ministry of Planning and Economic Development include the following:Planning>Develop long, medium and short-term sustainable development plans and ensure consistency of the implementation of sectoral strategies and plans with the development strategy, the state budget law and the other budget implementation laws.>Implement and monitor the implementation of the provisions of the state general plan preparation Law. >Prepare the development plan's general guide, including central, sectoral and geographical objectives and policies, development program selection criteria, project priorities and key performance indicators.>Study the administrative entities proposals for the preparation of the annual investment plan, evaluate the proposed investment projects for each entity and determine the allocation of their investment plan, while achieving consistency and integration between the central, regional and local plans.>Participate in the development of program and performance plans and take the necessary actions to implement them and activate their performance.>Work to diversify financing sources for development plans and programs and motivate partnership mechanisms with the private sector, civil society and development partners to enhance funding for development, without violating the functions of the Ministry of International Cooperation and in coordination with ministries and stakeholders.
Economic Development>Formulate and monitor the implementation of the National Sustainable Development Strategy (Egypt Vision 2030) in coordination with ministries and stakeholders, in addition to monitoring the implementation of the UN Sustainable Development Strategy (2030 Agenda) and ensuring compliance with the 2063 Agenda.>Develop periodic reports to assess indicators for the implementation of the sustainable development goals.>Set the overall objectives of economic development and propose economic policies to achieve them and participate in the formulation of sectoral and geographical development strategies at the national level in partnership with ministries and stakeholders.>Develop and improve the GDP structure and increase the competitiveness and productivity of the economy by proposing and pursuing macro-sectoral reforms in cooperation with ministries and stakeholders.>Propose the necessary draft laws and decrees to achieve the objectives of the state’s economic development and express opinion on them.

and Economic Development in the importance of continuous development of the methods, tools and mechanisms of development plans and in line with the international commitments of Egypt in achieving the UN Sustainable Development Goals as well as the requirements of developing and updating Egypt vision 2030, the development of the planning system is currently a top priority for the Ministry, including the development of the integrated system for investment plan preparation and monitoring , which is known as the integrated electronic system that connects the units of the government that prepare and monitor the national, sectoral and spatial plans, in light of sustainable development goals, to request investments and monitor their implementation and evaluate their development performance. The aim of this system is to:
>Link the UN-Sustainable Development Goals and Egypt Vision 2030 objectives to the GOE action program (2018-2022) and all development projects implemented by the Egyptian public entities.>Enable all main and sub public entities to formulate their development plans and submit proposals for the plans through electronic forms to request funding that are appropriate to the nature of the different public entities. The forms have been simplified and streamlined to be filled out in a way that helps these entities to present their projects in an integrated form.>Establish the main building block for the information structure of the proposed projects for all public entities, with the aim to serve the UN Sustainable Development Goals, Egypt Vision 2030 objectives and performance indicators, as well as the government action program (2018-2022) to facilitate the monitoring process. >Provide a great deal of transparency in the selection process of projects included in the state's sustainable development plan by standardizing project judgement and trade-offs. The available database also enables the preparation and development of economic plans for the seven regions of Egypt and allows citizens to learn about all projects being carried out within their region, governorate, or even city, district/ section or village/Shiakha where they live.The integrated system for investment plan preparation and monitoring system consists of three main components:

>Plan Preparation and Proposal: the aim of this component is to enable public entities to submit investment plan proposals, whether they are objectives, targets and programs (for the main public entities) or investment programs and projects (for sub-public entities).>Transfers and Reallocation: the aim of this component is to enable each sub-public entity to request the inclusion or re-inclusion of an emergency project during the fiscal year, or to request additional funding to finance an existing investment project (item transfers), or to request reallocation of the items on existing projects, or among the projects, or among investment projects at various sub-public entities subject to the same powers of the competent minister, in addition to the possibility of freezing one or more of the existing project items. The component also aims to enable sub-public entities to request the use or approve an item of the project, which requires the approval of the Ministry of Planning and Economic Development in accordance with the general provisions of the state budget.>Project Monitoring: aims to monitor and evaluate existing projects implemented by the public entities, whether in-kind monitoring (monitoring actual implementation of the project on the ground), or financial monitoring (monitoring of financial spending from the funds allocated to this project).

The Strategic Management Department aims at developing government Units’ Strategic plans which are consistent and aligned with Egypt Vision 2030, The Government Action Programme and Sustainable Development Goals (SDGs), Managing the units Projects and Programmes and developing Monitoring and Evaluation plans to assess what’s being executed and Risk Management and developing mitigation plans accordingly. 

In This respect, The Central Department of Strategic Management in the Ministry of Planning, Economic Development and International Cooperation mandate is to provide technical assistance to similar units in the government in the fields of:  Strategic Planning, Monitoring & Evaluation and Project Management. Economic Census Policy Briefs

In collaboration with the Macroeconomic Stabilization and Reform (MESR) project funded by the USAID and a group of researchers and experts, the Ministry of Planning and Economic Development has launched a research project to analyze the economic census data for the year 2017/2018. This project was conducted by the Egyptian Center for Public Opinion Research (Baseera) to prepare policy papers that provide useful recommendations in economic reform policies and sustainable development with a main focus on a number of important pillars, such as: Idle production capacities in the Egyptian economy, ways to maximize operational capacity, investment in human capital and its impact on the economic performance of the governorates, spatial concentration of economic activities, determinants of informality in micro and small enterprises in Egypt and Promoting value-added of companies for sustainable development in Egypt. In addition to a number of policy papers that are specifically related to the labor market in Egypt, such as: future employment needs, understanding the gender gap in the Egyptian labor market, the gender dimension and its impact on improving the performance of establishments, female labor force, and female employment in the manufacturing sector. The research papers concluded a number of findings and recommendations through which the economic conditions of the country's basic sectors can be evaluated and results of relevant importance to planners and decision-makers can be highlighted, besides standing on the existing challenges with regard to the census methodology. The papers also provided recommendations related to information gaps and provided related interpretations that could be useful in preparing the next economic census.

the sustainable development goals (SDGs) at the local level, three Egyptian governorates (Fayoum, Port Said, and Beheira) - within the initial phase of governorates - launched their Voluntary Local Reviews with the support of the Ministry of Planning and Economic Development and the United Nations Development Program (UNDP), which were presented at the High-Level Political Forum for Sustainable Development (HLPF) at the United Nations in New York, in July 2023.
The voluntary local review is a tool that allows Egyptian governorates to monitor and evaluate their achievement of the SDGs at the governorate level, using an evidence-based methodology, to identify available opportunities as well as challenges on their path towards achieving sustainable development. Thus, it enables governorates to create their local development plans in an integrated manner taking into consideration all aspects of sustainable development, based on the most recent data available. Furthermore, the process of preparing the voluntary local reviews provides an excellent opportunity to raise awareness of sustainable development and build capacities at the local level with regard to data collection and its analysis in an efficient way....

velopment Goals (SDGs) guided by Egypt Vision 2030, its comprehensive national development strategy. As most countries, Egypt faces a funding gap to achieve its development aspirations, especially in health, education, electricity, water and sanitation, and transportation. Egypt has also been challenged in recent years by a series of socioeconomic shocks that have affected the mobilization and allocation of sufficient financing for the SDGs, including COVID-19 and geopolitical conflicts. Meanwhile, new development challenges are emerging that will require significant outlays in the coming period, such as fi¬nancing a just and equitable energy transition and adapting and building resilience to climate change. In order to overcome these challenges, the Government of Egypt has been undertaking an ambitious set of structural reforms to sup¬port macroeconomic stability and sustainable growth, including actions targeting fiscal and debt sustainability, exchange rate flexibility, human capital development, and a strengthened private sector. In this regard, Egypt’s Integrated National Financing Strategy (E-INFS) aims to foster those actions by providing an integrated national financing framework that acts as an umbrella for different financing initiatives which aim at accelerating the SDGs. Moreover, the strategy sets an actionable roadmap for sustainable and innovative financing to close the financing gap through a set of actions including: scaling up public-private partnerships (PPPs), greening the banking system, and utilizing financing instruments to support priority sectors....
