Initiative: Performance-Based Grants in Public Investment Management at the local level

For the second year, the Ministry of Planning and Economic Development is carrying out the implementation of the “Performance-Based Grants in Public Investment Management at the local level” initiative during the fiscal year (23/2024), following the success achieved by the initiative in its first year (22/2023).

The initiative includes granting the governorates a financial incentive within 10% of the approved government investments for each governorate, subject to meeting a set of criteria and conditions. The most important of these is the preparation of the investment plan in a participatory approach to take account of citizens' priorities, providing information related to planning and public finance to all citizens, and integrating the environmental dimension into development plans in line with the directions of Egypt Vision 2030 and the State’s General Planning Law, Law No. 18 of 2022.

The initiative aims to improve the quality of local services provided to citizens, enhance the role of public investment in localizing sustainable development goals, and develop mechanisms for allocating public investments at the local level within a framework of transparency and accountability.
