Dr. Hala El-Said, Minister of Planning and Economic Development, held an extensive meeting with the ministry’s leaders to follow up on the steps for preparing the medium-term plan for sustainable development (22/2023-25/2026), the first year of which is 22/2023.The meeting was attended by Dr. Ahmed Kamali, Deputy Minister of Planning, Eng. Khaled Mustafa, Permanent Undersecretary of the Ministry, Dr. Fathy Saqr, Advisor to the Minister for Economic Affairs, and Dr. Jamil Helmy, Assistant Minister for Follow-up Affairs of the Sustainable Development Plan.The meeting was also attended by Engineer Ashraf Abdel Hafeez, Assistant Minister for Digital Transformation, Mohamed Farid, Assistant Minister for National Projects, Naglaa Al-Baili, Assistant Minister for Asset and Investment Management, sector heads and unit managers in the ministry.During the meeting, Dr. Hala El-Said indicated that there are a set of main issues that must be clear in the development of this plan, the first of which is full consistency with the new planning law.
“It is a green plan, meaning that it takes into account all environmental dimensions in setting its goals and achieves the highest levels of environmental preservation and combating climate changes and support the green economy,” She said. El-Said explained that the plan aims to reach 50% of green projects by 24/2025.The plan gives the private sector a wide role, starting with participation in developing the plan, passing through partnership in implementation, as well as taking into account the positive effects of the national project for the development of the Egyptian countryside, "Decent Life" in all its objectives and the dimensions that are included in the updated version of Egypt’s Vision 2030.El-Said also pointed to the need to conduct a series of societal dialogues with all sectors of Egyptian society and its age groups, especially the private sector, within the framework of amending the law on partnership with the private sector, civil society in all its spectrum, experts and youth.


El-Said also touched on the plan for structural reforms; The Egyptian family development plan, efforts to integrate the informal sector, increase the volume of output and its implications, update Egypt’s Vision 2030, the results of the Human Development Report, and other important files that have clear repercussions on the upcoming plan.Concerning the basic data of the plan, Dr. Hala El-Said pointed out that building the Egyptian person and improving the quality of life of citizens is the main goal behind all development efforts. El-Said stressed that providing opportunities and empowering them on an equal basis among all spectrums of society and regions are the effective way to enhance citizenship, achieve social cohesion, and address inter-disparities in levels of income and wealth.During the meeting, Dr. Hala El-Said listened to a full explanation from Dr. Fathy Saqr about the stages of preparing the plan and its proposed objectives, starting with the timetable for preparing the medium-term plan (22/2023-25/2026) and its first year 22/2023.
