The Ministry of Planning and Economic Development announced in a report issued by it the features of the citizen's investment plan for the Assiut Governorate for the year 21/2022.This is in the context of continuing to announce the citizen’s plan in all governorates of the Republic for the third year in a row, to educate citizens about the directions and priorities of the sustainable development plan for the fiscal year (21/2022), and its role in achieving “Egypt Vision 2030.”Dr. Hala El-Said, Minister of Planning and Economic Development, said that the sustainable development plan for the fiscal year 21/2022 attaches great importance to the development of Upper Egypt governorates intending to bring about real, tangible, and rapid development. El-Said added that the spatial dimension represents one of the main determinants of achieving comprehensive sustainable development, in a way that ensures the achievement of balanced growth between the various regions of the Republic and the governorates. El-Said drew attention to the development plan's spatial policies and programs aimed at achieving convergence in living standards and incomes between regions by addressing development gaps and advancing development efforts in line with the components, characteristics, and priorities of each region.El-Said added that all development plans adopted by the state aim to improve the quality of life for citizens, and that this will not be achieved without active community participation, in line with Egypt's Vision 2030. El-Said pointed out that the Ministry of Planning has taken, during the past period, many steps aimed at enhancing transparency and accountability and emphasizing the importance of citizens' participation in planning and follow-up. Among these steps is the issuance of the report “Follow-up to the citizen in the governorates 18/2019 – 19/2020”, and the launch of the mobile application “Sharek 2030”


On the citizen’s investment plan in Assiut Governorate, El-Said explained that the number of development projects in the governorate amounts to 434 projects and that the value of public investments directed to the Assiut Governorate, with the plan for the year 21/2022, amounts to EGP 7.25 billion.Concerning the sectoral distribution of targeted public investments in the Assiut Governorate, with the plan for the year 21/2022, El-Said indicated that investments worth EGP 2.1 billion were directed to the transportation sector, at 28.9%, and EGP 1.26 billion, or 17.3 percent, to the housing sector.The investments of the petroleum sector amount to EGP 1.13 billion, or 15.6 percent, and the higher education sector belongs to EGP One billion or 13.8 percent, and the local development sector is EGP 925 million, or 12.7%, while the other sectors are invested in the value of  EGP 835 million.The report of the Ministry of Planning and Economic Development indicated that the most important development goals in the housing sector and the development of slums in Assiut Governorate in the 21/2022 plan are to direct about EGP 993 million for drinking water and sanitation services.The report pointed to the most important projects of the petroleum and natural gas sector in the governorate, with a plan for the year 21/2022, which are 46 projects represented in the replacement and renewal of refining units in the Assiut Petroleum Refining Company for EGP 1.05 billion.In the field of university education and scientific research, the most important projects, according to the report, are the establishment of Assiut National University in the new city of Assiut, the completion of the establishment of the University of Technology in the new city of Assiut, the completion of the new tumor hospital buildings, in addition to the completion of the building of the Emergency and Trauma Center and its annexes.Concerning local development projects, there are 286 projects, including the establishment of a garbage recycling plant, paving roads in the Gharb neighborhood, and developing a fleet of fire engines.It is worth noting that the Ministry of Planning and Economic Development makes the “Citizen’s Plan” for the years “19/2020” and “20/2021” available on its website, as part of its keenness to increase societal awareness and inform citizens of the directions of sustainable development plans adopted by the state in each governorate separately.
