The Ministry of Planning and Economic Development launched the  "'CITIZEN INVESTMENT PLAN " for all 27 governorates of the republic, for the third year in a row, intending to educate citizens about the directions and priorities of the sustainable development plan for the fiscal year (21/2022), and its role in achieving "Egypt Vision 2030".
Dr. Hala El-Said, Minister of Planning and Economic Development, stressed that the launch of the "'CITIZEN INVESTMENT PLAN " reflects the state's keenness to involve citizens in the efforts made to develop the planning and follow-up systems.
She noted that the launch of the aforementioned plan aims to achieve sustainable and comprehensive development, in a way that contributes to addressing development gaps between the different governorates and settling sustainable development goals (SDGs).El-Said added that all development plans adopted by the state aim to improve the quality of life for citizens, stressing that this will not be achieved without effective community participation, in line with the "Egypt Vision 2030".She pointed out that the Ministry of Planning has taken during the past period many steps aimed at enhancing transparency, accountability, and assurance.The "'CITIZEN INVESTMENT PLAN " reviews the features of the sustainable development plan for the fiscal year (21/2022), and links it with "Egypt Vision 2030", including reducing the unemployment rate to 7.4%, and providing 950,000 decent job opportunities, through the expansion of self-employment and entrepreneurship SMEs.
 The "'CITIZEN INVESTMENT PLAN " includes the allocation of EP 1.25 trillion as total investments, at a time when infrastructure and urban projects account for 79% of public investments, human and social development on 15%, and local development programs on the remaining percentage.


The plan targets an economic growth rate in limits of 5.4%, despite the continuation of the Corona pandemic.
Jamil Helmy, Assistant Minister of Planning for the Follow-up of the Sustainable Development Plan, stated that the "Citizen's Plan" adopts the methodology of programs, performance, and evidence-based planning, as it provides detailed information on the most important development indicators at the level of each governorate, and its share of public investments in the fiscal year's plan (21/2022).Helmy added that the "'CITIZEN INVESTMENT PLAN " serves as an important database that helps citizens follow up on projects being implemented in their geographical scope (governor, center, village), to ensure the quality of their implementation following the best specifications and relevant standards, which contributes to activating community follow-up.It is worth noting that the Ministry of Planning and Economic Development makes the “Citizen’s Plan” for the years “19/2020” and “20/2021” available on its website, as part of its keenness to increase societal awareness and inform citizens of the directions of sustainable development plans adopted by the state in each governorate separately.
