EGP 22.9 billion represent total investments targeted for local development of FY 2021-22 plan: Says Hala El-Said


The Ministry of Planning and Economic Development announced, in a report released recently the objectives of the plan for the current fiscal year 21/2022 in the field of local development.Dr. Hala El-Said, Minister of Planning and Economic Development, explained that within the framework of achieving balanced regional development, which is one of the pillars on which Egypt's Vision 2030 is based, recent years have witnessed an intensification of efforts to localize sustainable development goals in the governorates.These efforts seek to maximize the relative advantages of all governorates, develop an indicator to determine the competitive advantage of each governorate, and give precedence in financing public investments to priority sectors according to the development gaps in each governorate. El-Said stressed that the plan for the current fiscal year 21/2022 was keen to follow the participatory approach in formulating, implementing, and following up all local development plans and programs to encourage positive participation by the citizen.El-Said added that the ministry issued a "Citizen's Plan" or "citizen's guide to the sustainable development plan" for all governorates of Egypt for two consecutive years to achieve transparency, encourage community participation, and enhance local settlement efforts for sustainable development.El-Said pointed out that the total investments targeted for local development in the 21/2022 plan amount to about EGP 22.9 billion, and Cairo governorate ranks first in the value of these investments with a rate of 16.3%, followed by Giza governorate with 6.8% and then Beheira governorate with about 6,1%.Concerning the structure of investments by regions, the report of the Ministry of Planning and Economic Development indicated that the geographical distribution of targeted investments at the level of Egypt’s regions during the year 21/2022 indicates that the Cairo region acquired 27% of the total investments, followed by the Canal and Sinai regions, which acquired 16%, as well as The Delta and Alexandria regions with 15% and 14%, respectively, then the North Upper Egypt region with about 12%, in addition to the Southern and Central Upper Egypt regions with 9% and 7%, respectively.The report indicated that the local development program includes five sub-programs related to roads and bridges, extending and strengthening electricity networks, improving the environment, security, firefighting, and traffic, in addition to a program to support the needs of local units.
 These programs aim to expand youth employment, develop small projects, activate the investment wheel, raise the efficiency of local community management, encourage popular participation, integrate gender issues in development and planning, as well as preserve natural resources and environmental sanitation.

The structure of the targeted investments for local development programs during the fourth year of the 21/2022 plan shows that road and bridge services accounted for the largest share at 47.4%, followed by environmental improvement services with more than 20%, then services to support the needs of local units by 15%, and network extension and strengthening services Electricity by about 9%, in addition to the security, firefighting and traffic program by 7.9%.
The report indicated that investments worth EGP 7.66 billion were allocated to the road and bridge paving program in the 21/2022 plan. The highest distribution rate is in Cairo governorate with 19.5%, followed by Giza governorate with 9.7%, then Assiut governorate with 5.6%.
 The Electricity Networks Extension and Strengthening Program include investments worth 1.44 billion pounds to be distributed among the different governorates, with Cairo governorate coming in first with 11.6 percent, followed by Alexandria with 9.6%, then Port Said and Matrouh with 7.8 percent and 7%, respectively.
Investments worth EGP 3.37 billion are being allocated to the Environmental Improvement Program with a plan for the year 21/2022 and are distributed among the various governorates. Assiut governorate comes in the first place with 8.3%, followed by Beheira governorate with 7.8% and Luxor governorate with 7.5 %.

The report added that as for the fourth program, security, firefighting, and traffic, it is devoted to investments worth EGP 1.27 billion, and the Alexandria governorate comes in the forefront with a rate of 14.5%, and finally, the program to support the needs of local units, which is concerned with investments worth EGP 2.4 billion during the year 21 In this program, Cairo governorate occupies the first place with about 33%, followed by the Beheira governorate with about 8%.
