H.E. Minister of Planning, Economic Development, and International Cooperation Meets with Huawei Egypt to Discuss Investment Expansion and Digital Transformation

H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, received Mr. Benjamin Ho, CEO of Huawei Egypt, at the Ministry’s headquarters in the New Administrative Capital to discuss the company’s investment plans in Egypt, support for digital transformation, and entrepreneurship development. The meeting was attended by Mr. Ma Bin, Board Member; Mr. Ning Feng, Chief Financial Officer; and Ms. Himmat Mansour, Director of Government Relations at Huawei Egypt.
At the outset, H.E. the Minister welcomed the Huawei delegation, emphasizing the strategic and comprehensive nature of Egyptian-Chinese relations, which enjoy strong political support from both countries’ leadership. She highlighted how these relations have strengthened Chinese investment in Egypt, increased bilateral trade, and fostered collaboration across multiple sectors.
H.E. Al-Mashat stressed that Egypt is working to provide an attractive environment for foreign direct investment across various sectors, particularly in technology and digital transformation. She noted that, through the ministerial group for entrepreneurship, the government is actively supporting startups and the transition toward a knowledge-based and digital economy. She emphasized the ministry’s commitment to exploring all avenues of cooperation with Huawei Egypt to advance national development priorities, generate new local job opportunities, and reinforce Egypt’s attractiveness as an investment destination.
The Minister also expressed her appreciation for Huawei Egypt’s efforts in training local talent, supporting innovation, and transferring advanced technology to Egypt. She underscored the importance of continuing collaboration to develop joint projects that enhance productivity, sustainability, and government service efficiency.
H.E. Al-Mashat highlighted several ongoing projects with China within the framework of development cooperation, including the signing of the first debt-swap agreement between the two countries—China’s first such agreement with a friendly nation—which reflects the depth and strength of bilateral relations. She also noted collaboration in space technology and scientific research, including the launch of the EgyptSat-2 satellite from China’s Tiangong base, as well as partnerships in training and capacity-building initiatives.
Mr. Benjamin Ho, CEO of Huawei Egypt, praised the bilateral relations between Egypt and China and their strategic vision for expanding cooperation in research, technology, and innovation. He affirmed that Egypt serves as a key regional hub for Huawei’s operations, employing over 3,000 staff in the country. Through its Egyptian offices, Huawei supports activities across 18 countries in the Middle East and Africa.
Huawei officials also reviewed the company’s investments in Egypt, highlighting the launch of the first public cloud data center in North Africa, technology training centers, and renewable energy initiatives, including solar and wind projects aligned with Egypt’s green transformation and renewable energy expansion plans.
The discussions also covered projects implemented with the Egyptian government, including initiatives in healthcare to improve emergency response through digital infrastructure, a battery energy storage project in South Cairo in cooperation with the Ministry of Electricity, and collaboration with the Ministry of Education to expand digital learning.
Mr. Ho confirmed Huawei Egypt’s commitment to increasing investments in the country, diversifying areas of cooperation, and continuing its efforts to support the government’s digital transformation agenda and localization of advanced technologies, contributing to inclusive and sustainable growth.
