Main / Media / News / Egypt’s Ministry of Planning concludes intensive training courses for local leaders on the shop licensing system

30 August 2021

The Ministry of Planning and Economic Development concluded recently a set of workshops and intensive training courses, which were held in cooperation with the Ministry of Local Development over three days for local leaders in the governorates at the Local Development Center for Training in Saqqara, on the project of mechanizing and developing the shop licensing system following Law 154 of 2019 and its executive regulations.
Dr. Hala El-Said, Minister of Planning and Economic Development, explained that the ministry is working on the automation and development of the shop licensing system, following up that the law approved the provision of shop licenses to citizens through some issuance centers at the level of each governorate, within the framework of governance and development of the shop licensing system.El-Said emphasized that the project to mechanize and develop the shop licensing system also aims to legalize the conditions of the informal economy by simplifying and facilitating procedures for citizens applying for licenses, provided that the system provides an automatic link between the authorities concerned with issuing shop licenses according to their activities. This is within the framework of a mechanized work cycle without the need for a paper archive between these entities by providing a unified electronic portal for these entities that enables them to complete the procedures for licensing services for the shops provided.

El-Said indicated the Ministry of Planning's keenness to provide a supportive role and to provide the necessary training system to qualify those involved in dealing with various projects, especially projects that are being automated. On the shop services system, Engineer Ashraf Abdel Hafeez, Assistant Minister of Planning for Digital Transformation, said that it includes the possibility of following up on requests for licenses and previous licenses, the possibility of knowing the papers and fees required to complete local services such as building permits, as well as following up on the implementation of requests for occupancy, advertisements, elevators and complaints requests. This is with the possibility of viewing previous licenses that were extracted from neighborhoods and cities, in addition to the possibility of paying the due payments through the electronic payment service using the visa and completing it through the competent neighborhoods.Abdel Hafeez also explained that the training included a detailed explanation of the law and the goal of unifying concepts, mechanisms, and methods of implementation on the ground to overcome any negatives in the application process, in addition to providing the necessary explanation for the licensing system for public shops.Abdel Hafeez confirmed that work is being done to prepare a plan for practical training for all participants in the workshops and training programs on the ground in the governorates in the coming days through representatives of the ministries of planning and local development. It is noteworthy that the governorates participating in the workshops were divided into three groups, between 170 and 180 individuals from 9 governorates.
