The Ministry Reviews Public Investments Allocated to Upper Egypt in the FY 2025/2026 Plan and the “Decent Life” Initiative

EGP 237 billion invested in Upper Egypt governorates under the first phase of the “Decent Life” initiative, benefiting 11 million citizens — including EGP 39.4 billion for Qena Governorate.

 

 

Coinciding with the visit of H.E. Dr. Rania A. Al-Mashat to Qena Governorate to inspect a number of development projects implemented in cooperation with the United Nations and several development partners, the Ministry of Planning, Economic Development, and International Cooperation reviewed a report on public investments directed to Upper Egypt regions in the FY 2025/2026 plan, as well as the investments allocated under the Presidential Initiative “Decent Life.”

H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, affirmed that the Egyptian state attaches great importance to the development of Upper Egypt governorates with the goal of achieving genuine development that improves the quality of life and provides decent living opportunities for citizens, in implementation of the directives of H.E. President Abdel Fattah El-Sisi.

H.E. explained that public investments directed to Upper Egypt regions in the current FY 2025/2026 plan are estimated at about EGP 65.7 billion. The largest share of these investments is directed to the South Upper Egypt region with EGP 31.7 billion, followed by the North Upper Egypt region with EGP 21.8 billion, while public investments in the Central Upper Egypt region amount to EGP 12.3 billion.

Meanwhile, Upper Egypt governorates’ share of allocations for the first phase of the Presidential Initiative “Decent Life”amounts to 68 percent, with a total of EGP 237 billion allocated to the first phase, benefiting 11 million citizens, representing 61 percent of the total beneficiaries.

The report indicates that public investments directed toward the development of Qena Governorate, located within the South Upper Egypt region, in the FY 2025/2026 plan amount to EGP 4.8 billion. H.E. also noted that Qena Governorate's share of the first phase of the “Decent Life” initiative comes in third place among the governorates of the Republic, following Minya and Sohag, with total allocations for Qena amounting to EGP 39.41 billion.

Regarding investments directed to the South Upper Egypt region in the FY 2025/2026 plan, Minya Governorate accounts for the largest share of public investments directed to the region (20.5 percent), followed by Aswan Governorate (12.8 percent), the Red Sea Governorate (11.1 percent), and Assiut and Sohag governorates with 10.8 percent and 10.7 percent respectively. The Other Services sector accounts for the largest share of investments at 29.2 percent, followed by the Education and Healthcare sectors with 16.5 percent and 15.1 percent respectively, then Agriculture, Irrigation, and Land Reclamation, and Water sectors with 12.2 percent and 10.3 percent respectively.

With regard to the most important development projects targeted for implementation in the South Upper Egypt region during FY 2025/2026, the report outlined agriculture and land reclamation projects, which include the development and completion of irrigation stations, combating desertification, protecting the High Dam, reducing evaporation in Lake Nasser, lining canals, expanding agricultural drainage projects, and rehabilitating drainage networks for farmers. Projects also include strengthening barrages, establishing farms and jojoba cultivation projects, constructing dams and lakes for flood protection, expanding drainage stations, completing the replacement, renovation, and construction of industrial works on canals, and stone protection of Nile River banks. Other works include securing the civil defense system, continuing the national project for the rehabilitation and lining of canals, constructing and renovating covered drainage networks, rehabilitating public drains, reclaiming land (400 feddans west of Al-Marashda), completing works on the Nag Hammadi aqueduct and its accessories, improving government seed production, genetically improving livestock, and continuing the replacement, renovation, and establishment of industrial works on canals.

The South Upper Egypt projects also include drinking water and sanitation projects, such as the replacement and renovation of drinking water networks and stations in a number of centers, alongside the development of several road axes. The projects further include the construction of basic and technical education schools, the development and equipping of general and central specialized hospitals, as well as the establishment of new medical centers and medicine storage facilities.
