Egypt’s NIGSD issues a report on cooperation with Hertie School of Governance in Germany

The National Institute for Governance and Sustainable Development (NIGSD) - the training arm of the Ministry of Planning and Economic Development - issued a report on the cooperation between the Institute and the Hertie School of Governance in Germany, which began in November 2020.
Dr. Hala El-Said, Minister of Planning and Economic Development and Chairperson of the Board of Trustees of (NIGSD) said that the NIGSD has adopted a strategic framework based on current and expected strengths and opportunities in the future.She added that NIGSD has paid great attention to developing its services in line with the needs of beneficiaries, as well as developing methods for providing those services.El-Said out the importance of NIGSD forming partnerships with relevant local and international institutions to expand its expertise and benefit from prestigious scientific institutions that have made great strides in the fields of training, capacity building, education, research, and consultancy.For her part, Dr. Sherifa El-Sherif, Executive Director of the National Institute for Governance and Sustainable Development (NIGSD), indicated that some periodic meetings have been held between NIGSD and the University of Hertie since the beginning of the cooperation via video conferencing technology, in the presence of representatives of the two parties and coordination by the German Association for International Cooperation (GIZ).
The aforementioned co-operation aims to follow up the achievement of four 4 cooperation pillars, which include supporting the transformation of NIGSD, simplifying governance practices in public administration, focusing on NIGSD’s self-diagnostic tools, and the importance of building the capabilities of its employees.
The report indicated that the cooperation between the two sides resulted in 4 important results, represented in providing advice on the development of the strategy and vision off NIGSD. The organization of NIGSD’s tasks, which included the most important modern trends followed globally in setting the main tasks and desired goals in similar institutions.
The report of NIGSD referred to the second result of preparing the Standard Operating Procedures (SOP) manual as a guiding document for government entities, organizations, and various units to implement and support good governance standards. The guide also aims to simplify the standards and principles of global governance and includes a checklist for governance which represents a self-diagnostic tool to check the extent to which any entity or body adheres to the standards of good governance.
The report continued that Hertie University presented an initial proposal for the content of this guide by focusing on Egypt's current priorities in the field of governance, such as the areas of monitoring and evaluation.
On the third result, the report explained that it is represented in providing technical support regarding the structure and methodology of the National Governance Index, as the university presented a preliminary wish list of the most important pillars and sub-indicators that should be based on to develop the index according to recent literature and a list of the most prominent available and reliable international indicators.
NIGSD also reviewed the proposal for the structure of the national indicator, and the university’s proposals were presented, which stressed the importance of setting clear and accurate standards for the methodology and verifying the feasibility of collecting the required data and the necessary bodies in a session held with the advisory committee for the index.
The report referred to the fourth result, which included preparing the content of an electronic course entitled "Principles of Good Government for the Sustainable Development Goals: From Theory to Practice" to focus on sustainable development, and link it to the Standard Operating Procedures (SOP) manual so that it is also available on the institute’s e-learning platform (Atingi or NIGSD platform).The report added that this training course corresponds to the needs of the participants, helps them improve their work environments, and facilitates active participation in the process of transformation and reform following the UN Sustainable Development Goals and Egypt's Vision 2030, which includes governance as a basic practice to ensure reform at all levels.
