H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development, and International Cooperation; Dr. Manal Awad, Minister of Local Development; Counselor Adnan Fangari, Minister of Justice; and Dr. Ibrahim Saber, Governor of Cairo, have inaugurated the Notary Public Office in Ain Shams.

 

The inauguration was attended by Engineer Mona Al-Batrawi, Deputy Governor for the Eastern District, along with several leaders from the Ministry of Justice, governorate, and members of both the House of Representatives and the Senate.

 

The Notary Public Office in Ain Shams spans an area of 200 square meters and comprises three floors: the first floor houses the Notary Office, the second floor is designated for documentation services, and the third floor is for archives. The total cost of the project amounted to 12 million Egyptian pounds, with the Cairo Governorate providing the land for the building and facilitating all necessary procedures and licenses to expedite its completion, thereby serving the residents of the Ain Shams area.

 

This project aligns with the directives of H.E. President Abdel Fattah El-Sisi and the state’s efforts to enhance the notary system across the republic, simplifying the process for citizens to document their official documents and safeguard their rights. Additionally, it includes the digitization of all notary offices and various documents issued therein, in line with the state’s comprehensive digital transformation plan and service automation.

 

The Minister of Planning, Economic Development, and International Cooperation emphasized that the opening of the new office is part of the government’s efforts, through the integration of relevant ministries, to enhance the services provided to citizens by implementing a digital transformation in the notarial system, which saves time and effort, reduces costs, and facilitates services for citizens across different demographics, thereby providing a streamlined experience in accessing governmental services.

 

H.E. Dr. Rania Al-Mashat also highlighted the ministry’s commitment to collaborating with the Ministries of Justice and Local Development, as well as various governorates, to address diverse needs within the framework of the investment plan's priorities.

 

H.E. Minister Al-Mashat pointed out the ministry's initiatives to enhance governmental services through the Information Infrastructure Center of the Egyptian Planning System, which aims to support decision-makers by providing a comprehensive information infrastructure.

 

The Information Infrastructure Center of the Egyptian Planning System is implementing numerous projects, including the integration of spatial information infrastructure to enhance the Egyptian planning system, initiatives to improve healthcare services (sustainability of births, deaths, and vaccinations), the development of financial and banking information systems at the National Investment Bank, and enhancing governmental performance in collaboration with the Administrative Prosecution Authority. It is also involved in the development of technological centers in neighborhoods and cities, and projects aimed at increasing the operational efficiency of Notary Public offices, as well as mobile technological centers and fixed services across Egypt.

 

Minister of Development, Dr. Manal Awad affirmed that the ministry is providing all necessary support to government ministries and partner agencies to enhance and improve services for all citizens across various governorates. She noted that the ministry is closely coordinating with the Ministries of Planning, Economic Development, and Communications and Information Technology to enhance all technological centers in the governorates, thereby improving the processes through which citizens obtain governmental services, continually streamlining procedures. She reported that 312 out of a total of 316 technological centers in the governorates have been upgraded, along with 24 technological centers in the governorate headquarters out of a total of 27 governorates, and the provision of 43 mobile technological vehicles to serve citizens in remote areas.

 

The Governor of Cairo emphasized the ongoing cooperation with the Ministry of Justice in expanding the development and establishment of new offices for Notary Public branches, aimed at alleviating the burdens on citizens in documenting their official documents, particularly in light of the state’s comprehensive digital transformation plan and the automation of services provided to citizens, ensuring transparency, integrity, and the swift completion of their daily transactions.

 

He also mentioned that cooperation with the Ministry of Planning in upgrading technological centers in Cairo neighborhoods has contributed to easing the burden on citizens and facilitating their access to services in a dignified manner, thus accelerating the processing of governmental transactions in alignment with the state’s digital transformation objectives.

 

Following the inauguration of the Notary Public Office, the ministers toured the building and became acquainted with all the services offered to citizens. The office operates on a one-stop-shop system, enabling citizens to interact with a single employee who provides the service, with several windows available for citizen assistance.

 

Members of the House of Representatives and the Senate from Ain Shams expressed their sincere gratitude to the political leadership, the Egyptian government, and the Ministers of Planning, Economic Development, International Cooperation, Local Development, Justice, and the Governor of Cairo for their efforts in completing the establishment of the Notary Public Office in Ain Shams.
