Mokattam, Cairo

H.E. Dr. Rania A.Al-Mashat, Minister of
Planning, Economic Development and International Cooperation, Dr. Manal Awad,
Minister of Local Development, Counselor Adnan Fangari, Minister of Justice,
and Dr. Saber Ibrahim, Governor of Cairo, inaugurated the Khadamat Misr
(Egypt’s Services Center) in the Mokattam area. This was also in the presence
of Eng. Ibrahim Sarhan, Chairman of the Board of Directors of E-Finance Group
for Financial and Digital Investments, and technical staff from the ministries
and relevant entities.
The ministers toured the center and its
offices. They also launched the introductory website for Khadamat Misr and
listened to an explanation of the services it provides. The center represents a
qualitative shift in the government services experience by using digital
transformation and separating service providers and recipients by employing
highly qualified cadres. The center is also equipped to receive various
categories, including people with special needs.
During the opening, H.E. Dr. Rania A.
Al-Mashat explained that this branch of Khadamat Misr is the first in Greater
Cairo, and the fourth overall, aiming to implement a digital transformation in
a holistic manner to facilitate the needs of citizens and achieve financial
inclusion by enhancing electronic payment methods, and adapting digital
transformation tools to reduce time.
Al-Mashat added that the Khadamat Misr project
provides more than 150 diverse government services, including documentation and
real estate registration services, issuing computerized certificates, renewing
the national ID card, and individual and family registration, issuing a
criminal record in Arabic and English, traffic services, civil status and
passports, public prosecution services, commercial registry services, social
insurance and social solidarity, also electronic payment services have been
added, achieving financial inclusion through paying and collecting tuition
fees, paying electricity bills, charging electricity cards, and paying
university fees.
Important to note that the “Khadamat Misr”
centers in Gharbia, Giza, and North Sinai are being completed before the end of
this year.
The Minister of Planning, Economic Development
and International Cooperation commended the efforts of the late Engineer Ashraf
Abdel Hafeez, the former Minister’s Assistant for Digital Transformation &
Information Infrastructure, who had a prominent, visionary role in the idea of
establishing this center and serving citizens. His family was honored during
the opening of the center in appreciation of the thought, hard work and effort
he provided to achieve this success.
For her part, Dr. Manal Awad pointed out that
the government has adopted an ambitious plan for administrative reform with the
aim of building an efficient and effective government administrative apparatus,
characterized by the ability to respond to citizens’ needs, ensure improved
provision of public services and their governance, enhance the benefit from the
development in digital transformation technologies and raise the efficiency of
the staff that work with the citizens.
The Minister of Local Development added that
the ministry is constantly seeking to obtain citizens' satisfaction when
receiving services from administrative entities in the governorates, adding that
the establishment of the "Khadamat Misr" contributes to ensuring the
sustainability of providing government services to citizens, facilitating and
reducing the time to obtain the service, contributing to reducing congestion in
government offices, and benefiting from the development witnessed by the
Egyptian state in the field of digital transformation, reducing the time to
provide the service and saving time for citizens.
Dr. Manal Awad also pointed that the center in
Mokattam represents a qualitative shift in the services provided by government
institutions and a continuation of the expansion in the field of developing
means of providing public government services to citizens with the highest
quality and lowest cost, noting that there are a number of centers in several
governorates, including Alexandria, South Sinai and Aswan, and the expansion of
establishing centers in all governorates is underway.
The Minister of Local Development commended
the efforts of the Ministry of Planning, Economic Development and International
Cooperation to support the efforts of the Ministry of Local Development and the
governorates to improve access, governance and streamline procedures to government services as key
features of government excellence and to support the competitiveness of the
state's administrative apparatus, especially with the existence of incentives
to attract investment, develop the business climate and create an enabling
environment for the private sector and national and foreign investments.
Dr. Ibrahim Saber, Governor of Cairo, pointed
out that the Khadamat Misr in Maadi is the first to be established in Cairo
Governorate within the framework of the directives of President Abdel Fattah
El-Sisi, regarding the expansion of the establishment of the centers in the
governorates to develop and provide integrated government services to citizens.
He explained that the governorate provided all facilities and licenses to the
Ministry of Planning, Economic Development and International Cooperation to
develop the center within the framework of joint cooperation to raise the
quality of services provided to citizens and reduce the time for providing
government services. This is reflected in facilitating the provision of
services to citizens and keeping up with the government's directions in the new
republic.
The Governor of Cairo added that the center
provides all government services to citizens, including real estate
registration, civil status, criminal evidence, and traffic (license renewal and
inspection without inspection, as well as replacement of lost or damaged
personal licenses) in one place.
For his part, Ibrahim Sarhan, Chairman of the
Board of Directors of E-Finance Group for Financial and Digital Investments,
the operational arm of the Khadamat Misr project, said that they are always
keen to enhance the capabilities and potential of enhancing and adding more
technologies and integrated infrastructure for digital transformation services.
Sarhan stressed that the group will harness
all its expertise and capabilities to participate with the ministry in the
deployment and launch of more fixed centers in all governorates, aiming to
reach more than 200 government services and over 14 centers in the coming
years.
E-Finance Financial Facilities Operation
Technology Company is a subsidiary of E-Finance Group for Financial and Digital
Investments - the government arm for digital transformation in Egypt - which
provides the digital infrastructure supporting the operation and management of
Khadamat Misr fixed and mobile technology centers, in addition to supplying
them with electronic financial payments technology based on the integrated
digital infrastructure of “E-Finance” companies.
It is worth noting that the center has
achieved great success since its launch, as it achieves a qualitative shift in
facilitating the services provided to citizens and improving their quality. In
2024, the project achieved more than 400,000 transactions, and the average
service delivery time was 7 minutes. Answers to any inquiries are available
through the Khadamat Misr website and a hotline 16973 for customer service,
which operates throughout the week from 9 to 5, except Friday from 1 pm to 9
pm, to provide information and answer citizens’ inquiries about the services
provided.
