Planning Ministry Unveils 6 Billion EGP Investment in Red Sea Governorate's 175 Projects for FY 2023/2024

The Ministry of Planning and Economic Development has announced the Citizen Investment Plan for the Red Sea Governorate for the fiscal year 2023/2024, continuing its yearly announcement across all governorates for the fifth consecutive year. The plan aims to educate citizens about the priorities and sustainable development goals for fiscal year 23/2024, aligning with Egypt's Vision 2030.
H.E.Dr. Hala El Said, Minister of Planning and Economic Development, emphasized that launching the "Citizen Plan" reflects the state's commitment to involving citizens in efforts to develop planning and monitoring systems. This aims to achieve comprehensive and sustainable development, bridging developmental gaps between different governorates and localizing Sustainable Development Goals, particularly Goal 17 on partnerships for goals. She stressed that citizens are pivotal to development and emphasized the importance of empowering them with detailed information about governmental development programs and projects.
El Said further explained that all governmental development plans aim to enhance citizens' quality of life, requiring active community participation in line with Egypt's Vision 2030. She highlighted that the updated Vision 2030 places utmost importance on ensuring citizen participation in development decision-making processes, benefiting human development and achieving spatial justice by reducing geographical disparities and economically empowering local communities. These principles align with General State Planning Law No. 18 of 2022, which emphasizes enhancing participation of active stakeholders in development processes, encouraging scientific research, innovation, and achieving balanced geographic, sectoral, and environmental sustainable development.
Regarding the Citizen Investment Plan for the Red Sea Governorate, El Said clarified that it includes 175 developmental projects, with total investments directed amounting to 5.9 billion EGP for fiscal year 23/2024. The sectoral distribution of these investments includes 36% (2.1 billion EGP) allocated to the electricity sector, followed by 17% (980 million EGP) to local development, 11% (671 million EGP) to housing, 3% (173 million EGP) to higher education, and 1% (88 million EGP) to water resources and irrigation. Other sectors receive 32% (1.2 billion EGP) of the investments.
The report outlined that the plan targets the implementation of 33 housing service projects in the Red Sea Governorate, focusing on directing 165 million EGP towards drinking water and sanitation services. Additionally, it aims to implement 69 local development projects, with significant allocations for local road paving (approximately 279.8 million EGP) and strengthening electricity networks (146.5 million EGP).
