Ministry of Planning Announces Citizen Investment Plan for Kafr El-Sheikh Governorate for Fiscal Year 2023/2024

The Ministry of Planning and Economic Development has announced the Citizen Investment Plan for Kafr El-Sheikh Governorate for the fiscal year 2023/2024. This announcement marks the fifth consecutive year of launching the Citizen Plan across all governorates of the Republic, aimed at informing citizens about the orientations and priorities of the Sustainable Development Plan for fiscal year (23/2024) and its role in achieving "Egypt Vision 2030."
Dr. Hala El-Said, Minister of Planning and Economic Development, emphasized that the updated Egypt Vision 2030 places utmost importance on ensuring citizen participation in development decision-making, benefiting the human at the center of development. This includes achieving spatial justice, reducing geographical disparities, economically and socially empowering local communities, and providing essential services across all geographical areas to achieve real development in society. She highlighted that these principles align with General State Planning Law No. 18 of 2022, which highly prioritizes enhancing stakeholder participation in development processes, promoting scientific research, innovation, and achieving geographically, sectorally, and environmentally balanced sustainable development.
Regarding the Citizen Investment Plan in Kafr El-Sheikh Governorate, Minister El-Said clarified that it includes 323 developmental projects, with total investments directed amounting to 4.3 billion EGP for fiscal year 23/2024, in addition to projects facilitated through the "Decent Life" Egyptian Rural Development Project.
In terms of sectoral distribution of targeted public investments in Kafr El-Sheikh Governorate for fiscal year 23/2024, the Ministry of Planning and Economic Development's report indicated investments of 1 billion EGP for the housing sector (23%), followed by 860 million EGP for local development (20%), 733 million EGP for higher education (17%), 482 million EGP for transportation (11%), and 371 million EGP for health (9%). Other sectors will receive investments totaling 854 million EGP (20%).
The report detailed that the first phase of the "Decent Life" initiative targets 18 villages in Kafr El-Sheikh Governorate, benefiting 289,000 residents, with females comprising 48.5%. The initiative's projects, which achieve all Sustainable Development Goals, include the construction of 18 residential buildings for vulnerable families, 4 social units, 5 agricultural service complexes, 6 ambulance points, 22 health units, a central hospital, 347 classrooms, 52 schools, 4 drinking water stations, 18 sewage projects, 2 treatment plants, 30 mobile network towers for fiber optic network expansion, 15 youth centers, 5 government service complexes, and 8 post offices, in addition to 13 irrigation and canal lining projects covering 40 km, and 21 road paving projects covering 450 km.
The plan aims to implement 57 developmental projects in housing services in Kafr El-Sheikh Governorate, with significant developmental targets in water supply and sanitation services amounting to 325.6 million EGP, alongside the implementation of 168 local development projects including projects to enhance traffic, firefighting, and civil protection systems in the governorate's centers.
