The Ministry of Planning and Economic Development has released a detailed report outlining the Citizen Investment Plan for Aswan Governorate for the fiscal year 2023/2024. This initiative is part of the continued announcement of the Citizen Plan across all governorates of Egypt for the fifth consecutive year. The objective is to enhance public awareness regarding the strategic directions and priorities of the Sustainable Development Plan for the fiscal year 2023/2024 and its role in advancing the goals of "Egypt Vision 2030."


Dr. Hala El-Said, Minister of Planning and Economic Development, emphasized the significant focus of the development plan on the Upper Egypt regions. She noted that the plan utilizes a financial formula to direct investments based on developmental gap indicators. This approach ensures targeted and impactful investment, particularly in governorates that historically received insufficient attention. The goal is to maximize the benefits derived from the rich resources and development potentials of these areas.


Dr. El-Said highlighted that the number of development projects in Aswan Governorate for the 2023/2024 plan totals 303, with public investments amounting to EGP 12.8 billion. This represents a 35% increase compared to the 2022/2023 plan, underscoring the government's commitment to boosting development efforts in Aswan.


The Ministry's report provides a comprehensive breakdown of the sectoral distribution of the targeted public investments for Aswan Governorate. The largest allocation, amounting to EGP 6.7 billion, is directed towards the water resources and irrigation sector, accounting for 52% of the total investments. The housing sector follows with an allocation of EGP 2 billion, representing 17% of the investments. The transport sector is allocated EGP 732 million, equivalent to 6%, while the local development sector receives EGP 730 million, also 6%. The higher education sector is allocated EGP 680 million, which constitutes 5% of the total investments. Other sectors collectively receive EGP 1.9 billion, accounting for 14% of the total investments. These allocations are in addition to the projects funded through the "Decent Life" rural development initiative.


The "Decent Life" initiative is a cornerstone of the development efforts in Aswan Governorate. The first phase targets 102 villages, benefiting a population of 102,000 residents. The initiative encompasses a wide range of projects aimed at achieving all sustainable development goals. These projects include the construction of 76 residential buildings for the neediest families, the establishment of 12 social units, 31 agricultural service complexes, and 32 ambulance points. Additionally, the initiative includes the construction of 3 central hospitals, 818 classrooms, the maintenance of 170 schools, the establishment of 6 family development centers, and the creation of 38 drinking water stations. Furthermore, it includes the implementation of 100 sewage projects, 19 treatment plants, the erection of 121 mobile network towers, the delivery of fiber optic networks, the establishment of 158 youth centers, the creation of 31 government service complexes, the opening of 86 post offices, the establishment of 14 police points, and 6 fire points. The initiative also covers the rehabilitation and lining of canals over 171 km and the paving of main and internal roads spanning 1,000 km.


In addition to the "Decent Life" initiative, the report details specific projects within the housing and local development sectors in Aswan Governorate. The plan includes the implementation of 50 development projects in the housing services sector, with significant targets including the allocation of approximately EGP 500 million for drinking water and sewage services. Furthermore, the plan outlines 117 projects in the local development sector, with key targets including the paving of local roads at an estimated cost of EGP 98 million.


This comprehensive investment plan reflects the government's dedication to fostering sustainable development across Aswan Governorate. By prioritizing critical sectors and addressing the needs of underserved communities, the plan aims to enhance the quality of life for residents and contribute to the broader national goals outlined in "Egypt Vision 2030."
