Ministry of Planning and Economic Development Unveils Comprehensive Citizen Investment Plan for Minya Governorate for FY 2023/2024

The Ministry of Planning and Economic Development has released an in-depth report detailing the Citizen Investment Plan for Minya Governorate for the fiscal year 2023/2024. This announcement forms part of the ongoing initiative to publish the Citizen Plan across all governorates for the fifth consecutive year. The primary goal of this initiative is to increase public awareness regarding the strategic directions and priorities of the sustainable development plan for FY 2023/2024 and its significant role in realizing "Egypt Vision 2030."
Key Focus on Upper Egypt Development:
Dr. Hala El-Said, Minister of Planning and Economic Development, underscored the importance of directing focused attention towards the development of Upper Egypt regions. The development plan employs a funding formula that is guided by developmental gap indicators. This approach is designed to induce substantial progress in specific governorates that have historically not received adequate attention, thereby leveraging their abundant resources and potential for development. Dr. El-Said highlighted that the Citizen Investment Plan for Minya Governorate encompasses the execution of 324 development projects, with an allocated public investment of EGP 4.5 billion for FY 2023/2024.
*Sectoral Distribution of Investments:*
The Ministry's report provided a detailed breakdown of the sectoral allocation of the targeted public investments in Minya Governorate for FY 2023/2024:
- *Local Development Sector:* EGP 1.8 billion (40%)
- *Housing Sector:* EGP 854 million (19%)
- *Higher Education Sector:* EGP 736 million (16%)
- *Health Sector:* EGP 440 million (10%)
- *Pre-University Education Sector:* EGP 362 million (8%)
- *Other Sectors:* EGP 308 million (7%)
These investments are in addition to projects under the "Decent Life" rural development initiative, aimed at enhancing living standards in rural areas.
*Decent Life Initiative Impact:*
The report elaborated on the extensive reach of the "Decent Life" initiative in Minya Governorate. The first phase targets 192 villages, benefiting approximately 2.7 million residents. The initiative includes a wide range of projects designed to meet all sustainable development goals, such as:
- Construction of 8 residential buildings for underprivileged families.
- Establishment of 30 social units and 32 agricultural service complexes.
- Installation of 33 ambulance points and 162 health units.
- Construction of 2 central hospitals, 1484 classrooms, and 197 schools.
- Creation of 8 family development centers and 35 drinking water stations.
- Implementation of 192 sanitation projects and 17 treatment plants.
- Erection of 189 mobile network towers and extension of the fiber optic network.
- Development of 54 youth centers and 32 government service complexes.
- Establishment of 79 post offices, 35 police points, and 19 fire stations.
- Rehabilitation and lining of 541 km of canals and paving of 507 km of main and internal roads.
*Housing Services Sector:*
The Ministry's report also highlighted the implementation of 73 development projects in the housing services sector in Minya Governorate. Among the key targets in this sector is the allocation of approximately EGP 522 million for drinking water and sanitation services. Additionally, 164 projects will be carried out in the local development sector, further underscoring the commitment to improving infrastructure and services in the region.
Through these concerted efforts, the Ministry of Planning and Economic Development aims to foster balanced regional development, enhance the quality of life for residents, and ensure that all parts of the country benefit from the nation's growth and progress.
