Dr. Ahmed Kamali, Deputy Minister of Planning and Economic Development, participated in the workshop on the “Egypt Human Development Report 2025” organized by the United Nations Development Programme (UNDP).


In his speech, Dr. Kamali emphasized the Egyptian government’s interest in the Human Development Report as it identifies developmental gaps and provides an objective overview of the state of development in Egypt. He highlighted the importance of the analysis and data in the report as key inputs for government policies.


Dr. Kamali explained that Egypt has been a pioneer in producing such reports, with the idea dating back to 1994. To date, Egypt has published 12 editions of the Human Development Report, making it the first country in the Middle East and North Africa region to have its own human development report.


Dr. Kamali noted that the report being discussed at the workshop is a UNDP report, not one issued by the Egyptian government. He clarified the role of the Ministry of Planning and Economic Development in supporting the report by providing data and information and facilitating communication between the UNDP and various government entities.


He stressed the importance of the participatory approach adopted by the Egyptian government in all its plans and programs. Dr. Kamali pointed out the UNDP’s support in updating Egypt’s Vision 2030 in a participatory manner and mentioned that this approach will significantly benefit the report, as the experts participating in the discussion come from diverse fields, enriching the report with their insights.


Dr. Kamali praised the role of the previous authors of Egypt’s Human Development Reports, particularly Dr. Heba Handoussa, who played a central role in the report over several years, and Dr. Khaled Zakaria, who prepared the latest report covering the state’s efforts over the past decade, from 2011 to 2020, a period marked by significant events.
