In celebration of Sinai Liberation Day, the Ministry of Planning and Economic Development reviewed the outline of the Citizen Investment Plan for the North and South Sinai Governorates for the fiscal year 23/2024.


Dr. Hala El Said, Minister of Planning and Economic Development, highlighted that Egypt’s Vision 2030 places utmost importance on ensuring citizen participation in development decisions, benefiting human beings who are the center of development, and achieving spatial justice by reducing geographical disparities and economically and socially empowering local communities to provide basic services in all geographic areas to achieve genuine development. She explained that these principles are consistent with Law No. 18 of 2022 on General State Planning, which attaches great importance to enhancing the participation of stakeholders in the development process, encouraging scientific research and innovation, towards achieving balanced, geographically, sectorally, and environmentally sustainable development. She added that citizen participation in the development process will not come without providing detailed data on state development plans, enabling them to monitor their implementation periodically within a comprehensive and integrated framework to enhance participatory planning.


Regarding the Citizen Investment Plan for North Sinai Governorate, El Said clarified that the number of development projects in the governorate amounts to 231 projects, with public investments directed towards the governorate in the fiscal year 23/2024 totaling 7 billion Egyptian pounds. As for South Sinai Governorate, El Said explained that the number of development projects in the governorate amounts to 178 projects, with public investments directed towards the governorate in the fiscal year 23/2024 totaling 5.4 billion Egyptian pounds.


The report indicated the sectoral distribution of targeted public investments in North Sinai Governorate for the fiscal year 23/2024, where the plan aims to direct investments totaling 2.8 billion pounds to the transport sector by 40%, followed by the housing sector with investments totaling 1.5 billion pounds by 21%. For local development, investments amount to 1.4 billion pounds by 20%, while investments in the water resources and irrigation sector amount to 387 million pounds by 5%, and the higher education sector receives 190 million pounds by 3%. Other sectors receive investments totaling 723 million pounds by 11%.


Regarding the sectoral distribution of targeted public investments in South Sinai Governorate for the fiscal year 23/2024, the report indicated that investments totaling 1.4 billion pounds are directed to the higher education sector by 26%, followed by the housing sector with investments totaling 1 billion pounds by 19%. For local development, investments amount to 986 million pounds by 19%, while investments in the health sector amount to 688 million pounds by 13%, and the agriculture sector receives 240 million pounds by 4%. Other sectors receive investments totaling 1 billion pounds by 19%.


The report further noted that the plan aims to implement 44 development projects in the housing sector in North Sinai Governorate, with the most important development targets being the allocation of approximately 496 million pounds for drinking water and sanitation services, in addition to implementing 96 local development projects, with the most important development targets in the sector being paving local roads with about 1 billion pounds, in addition to allocating 42.6 million pounds to support electricity networks.


The report explained that the plan aims to implement 46 development projects in the housing services sector in South Sinai Governorate, with the most important development targets being the allocation of 798 million pounds for drinking water and sanitation services, in addition to implementing 50 projects in the local development sector, including paving internal roads in the Old Taba area and developing the ring road in Sharm El-Sheikh city.
