Ministry of Planning Reviews EGP 8 Billion Investment Plan for Qalyubia Governorate in FY 2023/2024

The Ministry of Planning and Economic Development has reviewed the outlines of the Citizen Investment Plan for Qalyubia Governorate for the fiscal year 2023/2024. This comes as part of the ongoing announcements of the Citizen Plan in all governorates for the fifth consecutive year.
The aim is to educate citizens about the directions and priorities of the sustainable development plan for the fiscal year 2023/2024 and its role in achieving “Egypt’s Vision 2030.”
Dr. Hala El-Said, the Minister of Planning and Economic Development, emphasized that the updated version of Egypt’s Vision 2030 places utmost importance on ensuring citizen participation in development decision-making.
This benefits the human being at the core of development, along with achieving spatial justice, reducing geographical disparities, enabling local communities economically and socially, and providing basic services across all geographic areas to achieve real development in society. She explained that these principles align with the General Planning Law No. 18 of 2022, which emphasizes enhancing the participation of active parties in the development process, encouraging scientific research and innovation, leading to balanced geographic, sectoral, and environmental sustainable development. She added that citizen participation in the development process will not come without providing detailed data on the state’s development plans, allowing them to monitor their implementation periodically within a comprehensive and integrated framework to enhance participatory planning.
Regarding the Citizen Investment Plan for Qalyubia Governorate, El-Said pointed out that the number of developmental projects in the governorate reaches 367 projects, with a total investment of EGP 8.1 billion allocated for the 2023/2024 plan.
In terms of the sectoral distribution of targeted public investments in Qalyubia Governorate for the 2023/2024 plan, the report of the Ministry of Planning and Economic Development indicated directing investments worth EGP 4.4 billion to the housing sector, accounting for 55%. This is followed by the local development sector with an investment of EGP 916 million, accounting for 11%. Higher education sector investments amount to EGP 664 million, accounting for 8%. The petroleum sector is allocated EGP 618 million, accounting for 8%, while pre-university education receives EGP 238 million, accounting for 3%. Other sectors are allocated investments worth EGP 1 billion, accounting for 15%, in addition to projects directed through the Egyptian countryside development project “Decent Life.”
The report clarified that the number of villages targeted in the first phase of the “Decent Life” initiative in Qalyubia Governorate is 36 villages, benefiting a population of 509,000 people, with females representing 48.5%. The initiative’s projects, which achieve all sustainable development goals, include establishing 3 social units, 9 agricultural service complexes, 6 ambulance points, 24 health units, a central hospital, 396 classrooms, 83 schools, 2 family development centers, 6 drinking water stations, 36 sewage projects, 3 treatment plants, 40 mobile network towers for fiber optic network connection, 28 youth centers, 9 government service complexes, 23 post offices, 6 police points, in addition to 30 projects for rehabilitating and lining canals with a length of 178 km, 42 road paving projects with a length of 700 km, and 36 electricity and natural gas network connection projects.
The report indicated that the plan targets the implementation of 90 developmental projects in the housing services sector in Qalyubia Governorate, with the main development targets in this sector directing around EGP 1.6 billion for drinking water and sewage services. Additionally, 181 projects are planned in the local development sector, including establishing a sewage station and its annexes in the Shorouk Industrial Area, enhancing and developing the Amiriyah Bridge. The main development targets in this sector include local road paving projects totaling around EGP 272 million.
