The Ministries of Planning and Economic Development, led by Dr. Hala El Said, and Local Development, headed by Major General Hisham Ameen, have jointly embarked on a transformative journey, signing a decisive agreement to elevate local development programs across Egypt. The signing ceremony, held in Cairo and attended by dignitaries and officials, signifies a strategic alliance to redefine the landscape of local administration, fostering comprehensive urban development and sustainable growth.
Dr. Hala El Said, in her address, emphasized the meticulous planning underlying the enhanced local development programs. These programs, slated to commence in the fiscal year 2024/2025, set forth a clear mandate for local management units, delineating main and sub-programs encompassing urban and rural development, environmental enhancement, local economic development, transport infrastructure, and community services. The objective is to create a cohesive framework that maximizes the impact of local initiatives.
The Minister highlighted the collaborative efforts between the Ministries to equip personnel across governorates, ensuring a proficient execution of these advanced local development programs. This emphasis on qualified human resources aligns with the commitment to elevate local management systems, as outlined in Egypt's Vision 2030, particularly under the "Governance and Partnerships" pillar.

These initiatives, implemented between 2018 and 2023 in Sohag and Qena, exemplify achievements in decentralization, robust local administration, economic development, and heightened citizen satisfaction with local services.
The Ministers affirmed an unwavering commitment to continuous and sustainable reform, resonating with the principles of "Vision Egypt 2030." The ongoing process aims to empower local units, refine planning processes, and contribute significantly to sustainable economic growth, ensuring citizens' satisfaction nationwide.
Deputy Minister Ahmed Kamali delved into the integrated system for preparing and monitoring the plan, emphasizing the establishment of a robust database to underpin these initiatives. Dr. Hisham El-Halbawi highlighted the significance of local reports in localizing sustainable development goals, emphasizing the pivotal role of local administration in expanding authorities.
