The Ministry of Planning and Economic Development keeps organization of Program Budgeting and Performance workshops

The Ministry of Planning and Economic Development, represented by Dr. Jamil Helmy, Assistant Minister for Sustainable Development Plan Follow-up Affairs, continues to hold interactive workshops for planning, monitoring, budgeting, and strategic planning officials in the Ministries of Housing, Utilities, Urban Communities, Agriculture and Land Reclamation, and Al-Azhar Al-Sharif.
Helmy stressed the importance that State General Planning Law No. (18) of 2022 attaches to applying the program and performance methodology, within the requirements of the integrated planning process, and following up and evaluating programs and projects through performance measurement indicators, which demonstrate their economic, social, and environmental importance.
Helmy reviewed the general framework for designing the executive programs and performance measurement indicators for the Ministry of Housing, stressing the importance of integrating the ministry’s performance indicators contained in the Environmental Sustainability Standards Guide into the program and performance system, by adopting the concepts of sustainable cities and green buildings, providing suitable housing for every citizen, and expanding establishing sustainable cities.
The head of the Programs and Performance Unit at the Ministry of Planning also touched on the gender-responsive planning matrix for the housing sector, to meet the needs of social groups in this vital sector, including providing adequate housing for Women breadwinners, and people of determination.
The Assistant Minister of Planning stressed the importance of integrating strategic performance indicators into the program and performance system, especially as they specifically measure the development impact of projects and programs, focusing on expanding the availability of sustainable sanitation services and safe drinking water.
Helmy reviewed the role of the Ministry of Housing in implementing Egypt’s Vision 2030, by achieving several goals, the most important of which are providing adequate housing, eliminating poverty, promoting spatial and local development, confronting the challenges of climate change, expanding the establishment of new cities in the governorates, and urban expansion and spread.
At the Ministry of Agriculture and Land Reclamation’s workshop, Helmy discussed the Ministry’s role in achieving environmental sustainability, by raising the efficiency of water use in agriculture, expanding programs to ensure food security and sustainable agricultural practices, and improving productivity levels and competitiveness of agricultural products.
Helmy highlighted the Ministry’s role in achieving the sustainable development strategy, by achieving several goals, the most important of which are providing food, sustaining natural resources, and preserving biological and ecological diversity, to achieve an integrated and sustainable ecosystem, stimulating diversity, productivity and added value.
Helmy discussed the role of the Ministry of Agriculture in achieving the strategic objectives of the government’s work program, by providing food, plant, and animal security requirements, enhancing the role of scientific research in agricultural development, rationalizing water consumption, managing needs and developing export capabilities in the agricultural sector.
In the same context, the Assistant Minister of Planning reviewed the interventions and procedures to meet the needs of social groups in the agricultural sector, which include several performance indicators related to increasing women’s participation in agricultural cooperatives, increasing their share in agricultural financing programs, and expanding agricultural industrialization projects.
At the Al-Azhar Al-Sharif workshop, Helmy stressed the importance of integrating indicators of environmental sustainability and gender into the plans and programs of Al-Azhar Al-Sharif, by raising awareness of preserving various energy resources, raising awareness of the dangers of practices harmful to the environment, and expanding the organization of awareness-raising seminars and events on rationalizing water consumption.
It is worth noting that the Ministry of Planning, in cooperation with the Ministry of Finance, held during the last period workshops on activating the program and performance system with officials in the Ministries of Culture, Supply, Internal Trade, Water Resources and Irrigation and their affiliated bodies and the Suez Canal Authority, from which about 120 planning, follow-up, budget, and strategic planning officials benefited in these areas.
