The Ministry of Planning and Economic Development organizes a training workshop for officials of the "Performance Incentives" initiative in the governorates

The Ministry of Planning and Economic Development held a training workshop, virtually, for officials following up on the "Incentives for Performance Excellence in Public Investment Management at the Local Level" initiative. The workshop had the participation of about 80 initiative officials from 20 governorates.
H.E. Dr. Hala El-Said, Minister of Planning and Economic Development, stated that the ministry continues to implement the initiative for the second year in a row for the year (2024/23), after the success it achieved in its first year, which witnessed the victory of 19 governorates, with an additional incentive amounting to EGP 1.1 billion.
El-Said indicated that the initiative aims to enhance the efficiency of public spending and determine investment priorities, as well as encourage governorates to adopt the best international practices in planning, follow-up, and performance evaluation, in a way that contributes to the localization of sustainable development goals at the governorate level.
Dr. Jamil Helmy, Assistant Minister of Planning for Follow-up Affairs of the Sustainable Development Plan, indicated that the initiative includes granting an additional performance incentive within the limits of 10% of the total approved for each governorate, conditional on achieving several criteria, including the preparation of feasibility studies for the plan’s projects, which clarify the economic, social and environmental importance and their development returns quantitatively and qualitatively.
Helmy pointed out that participatory planning is one of the most critical principles emphasized by General Planning Law No. 18 of 2022, by involving citizens in preparing the plan, stressing the need for all governorates to implement the principle of participation at the governorate level and the center level, with panel discussions at different times for citizen participation.
Helmy added that the criteria framework for 2024/23 had been expanded. The performance indicators are added every year so that more details and additional depth are available in the evaluation through the initiative. This is explained by explaining that the current year includes 8 criteria for the enterprise.
Helmy touched on the governance of the initiative’s management, through the supervision of a team of experts from the Institute of National Planning to prepare reports evaluating the performance of each governorate, as an independent verification body, and that the ministry spares no effort in coordination and full cooperation, providing all means of support and support, and strengthening the capabilities of the work teams responsible for the initiative in all governorates of the Republic.
Helmy reviewed the basic criteria for obtaining a performance incentive, including the preparation of the investment plan for the year 2024/23, according to the program and performance methodology, and according to the requirements of the integrated system for preparing and following up the investment plan, indicating that for the first time, the program and performance system has been automated to set quantitative targets that can be measured for different programs.
Helmy pointed out the importance of ensuring completed projects are in all governorates to ensure service entry.
The workshop witnessed the presence of Ahmed Saeed, Deputy Head of the Regional Planning Sector, Israa Ibrahim, and Dalia Magdy from the Programs and Performance Unit. In addition, Ahmed El-Shimi, Nada Ihab, Raneem Amin, and Laila El-Helou.
