29 June 2023

The National Institute for Governance and Sustainable Development (NIGSD) - the Ministry of Planning and Economic Development training arm - held a workshop in cooperation with the Economic Governance Project funded by the United States Agency for International Development (USAID) on Egypt's performance in governance indicators in 2022/2023.

The workshop witnessed the presence of Dr. Sherifa Sherif, Executive Director of NIGSD, and Dr. Salwa Tabala, Senior Consultant on Governance at USAID. In addition, Dr. Asmaa Ezzat, Director of NIGSD's Center for Governance. The session was moderated by Dr. Khaled Zakaria, Advisor to the Minister of Planning and Senior Consultant for the Economic Governance Project.

The workshop witnessed the presence of members of the Board of Trustees of the National Institute for Governance and Sustainable Development. In addition, there were representatives of the Administrative Control Authority, the private sector, and civil society.

During the workshop, Dr. Sherifa Sherif indicated that the report on Egypt's classification in governance indicators 2023/22 was issued by NIGSD's Governance Center.

Sherif stressed the importance of monitoring Egypt's governance performance.

"Global, regional, and local governance indicators paint a clear picture for decision-makers, the private sector, and citizens about Egypt's performance in various areas of governance," she said.

Dr. Asmaa Ezzat, Director of the Center for Governance, reviewed Egypt's performance in governance indicators, noting that the 2023 report includes 20 indicators issued by 15 global and regional institutions.

Ezzat pointed out the improvement of Egypt's performance in the indicators of global soft power, global law and order, positive peace, the Open Budget Survey: Public Participation, the index of e-governance development, the maturity of government technology, sustainable international competitiveness, and The Ibrahim Index of African Governance (IIAG).

It also indicated Egypt's improvement in global governance indicators, which include the right to expression and accountability, political stability, absence of violence/terrorism, quality of regulatory frameworks, rule of law index, and control of corruption.

Dr. Asmaa Ezzat referred to the e-government development index, explaining that Egypt's performance witnessed continuous progress from 2016 to 2022 as a result of the improvement of qualitative indicators related to communications infrastructure and human capital.

The workshop also reviewed the most prominent efforts to enhance governance in the areas of digital transformation and e-government services, the rule of law and combating corruption, combating terrorism and extremism, enhancing transparency and accountability opportunities, promoting social inclusion and development, good economic governance, and institutional reforms.

The workshop discussed several proposed recommendations to enhance governance, the role of civil society in promoting good governance, as well as discussing improving the good performance of the economy, supporting human rights, strengthening the rule of law, enhancing accountability and participation, combating corruption, and promoting e-government.
