Dr. Hala El-Said, Minister of Planning and Economic Development, discussed today the investment plan for the year 2021/2022 in the plenary session of the Senate.


El-Said explained that the issues of employment and unemployment are the most important challenges in the labor market, on top of which are the growing supply of the workforce that exceeds the absorptive capacity of economic activity, the rise in unemployment in the 15-29 age group, and the high unemployment rate among the educated.


El-Said added that the 21/2022 plan aims to provide about 950,000 job opportunities, allowing an increase in the number of employed to about 27.9 million individuals, while keeping the number of unemployed at the level of 2.2 million workers, at 7.3% of the total workforce.


On the basic programs for social welfare and protection, El-Said referred to the “Decent Life” initiative for the development of Egyptian villages, which is the presidential initiative that was launched in 2019 to improve the living conditions of the villagers by providing protection and social care, upgrading the level of infrastructure services, and improving the quality of human development services.


In the same context, El-Said referred to the Women Empowerment Program, explaining that it adopts a clear definition of the term women's empowerment, which was defined by the strategy for empowering women in its political, economic, and social dimensions.

 The women's empowerment program consists of five basic elements related to the woman's self-esteem and confidence in her potential while ensuring that women have options and have the right to define their options, provided that they are guaranteed the right to access opportunities and resources so that they can control their life and be able to influence the direction of social change in a positive way.
