Dr. Hala El-Said, Minister of Planning and Economic Development, witnessed today; signing a cooperation protocol between the Ministry and the Alexandria Businessmen Association (ABA) regarding the strategic framework for green recovery in the private sector.

During her speech, El-Said asserted that the signing of the protocol came in the interest of the Ministry of Planning and Economic Development and the Alexandria Businessmen Association to strengthen the partnership between the state and the private sector and achieve consistency between investment objectives and global standards to ensure environmental sustainability and green recovery.


El-Said indicated that the Ministry of Planning and Economic Development launched the "Environmental Sustainability Standards Guide: The Strategic Framework for Green Recovery" during the current year, intending to green the country's investment plan, preserving natural resources, protecting ecosystems, in addition to transforming production and consumption patterns towards a more sustainable pattern.


El-Said explained that the protocol aims to strengthen cooperation between its two parties to create an environment that encourages the private sector to green transformation and invest in more sustainable areas, through agreement on standards and rules related to this transformation, identification of priority sectors, as well as structural reforms to be implemented regarding the promotion of private investment in these sectors.



El-Said pointed out that achieving sustainable development in its comprehensive sense requires pushing the means and mechanisms of effective cooperation and partnership between the public and private sectors, civil society, universities, and research centers.


On the Egyptian state’s efforts to launch and activate environmental sustainability standards and the strategic framework for green recovery within the framework of “Egypt Vision 2030,” El-Said pointed out that the Ministry of Planning and Economic Development, in cooperation with the Ministry of Environment, has prepared a guide to environmental sustainability standards, and launched the first edition in 2021 under the name of the strategic framework for the green recovery.


The strategic framework for green recovery aims to provide the guiding criteria for integrating sustainable development standards into development plans to maximize development outcomes and improve citizens' quality of life.


El-Said emphasized that the 21/2022 plan is distinguished by addressing the issue of transition to a green economy with great attention by focusing on environmental improvement initiatives, which is one of the development issues that were not previously discussed on a large scale and with desired effectiveness.

El-Said explained that countries are keen to target the doubling of the percentage of green public investment from 15% in 20/2021 to 30% in the 2022/2022 plan, to 50% by the end of 2025/24, and setting a priority in financing green initiatives and investment projects.


This is in the context of the government's vision and orientations for a green recovery, and let Egypt take the lead in the Middle East region in terms of greening the state's plan.

El-Said discussed the most prominent projects that are consistent with green sustainability standards in the investment plan for the fiscal year 21/2022.


El-Said referred to the projects of the Ministry of Transport, the projects of the Ministry of Electricity and Renewable Energy, the projects of the Ministry of Local Development, the projects of the Ministry of Housing, Utilities and Urban Communities, in addition to the projects of the Ministry of Health and Population, and the projects of the Ministries of Water Resources, Irrigation, and Agriculture.


El-Said reviewed the most prominent dimensions and objectives of cooperation in the protocol, confirming that the Ministry of Planning and Economic Development and the Alexandria Businessmen Association seek to cooperate to support the transformation of the private sector to investing in green fields, in line with the government's directions in this regard.





Egypt was one of the first countries in the world to launch its national vision for sustainable development, in addition to the fact that Egypt was at the forefront of countries in the region that issued green bonds in the international market, which comes in light of the environmental changes that the world is witnessing and the country's interest in sustainable development and the trend towards a green economy according to Vision 2030.



El-Said added that within the framework of the Egyptian government adopting the national strategy for the transition to the green economy, work is underway to train human cadres in various Egyptian authorities to implement sustainability standards, in addition to targeting the generalization of these standards to the private sector after they have met acceptance.


El-Said pointed to the importance of integrating climate change adaptation mechanisms in the programs and projects that are implemented by the public and private sectors, following Egyptian laws and relevant international agreements.


El-Said stressed the state's determination to move forward to complete the comprehensive and sustainable reform and development process that requires years of serious and continuous work in cooperation between all development partners from the private sector and civil society with the government.


El-Said pointed to the commitment of the Ministry of Planning and Economic Development to provide the required facilities and coordination with the state agencies concerned with the objectives of the Protocol to implement its objectives.
El-Said also confirmed the Ministry of Planning and Economic Development's keenness to coordinate with the relevant ministries and authorities to implement the national program for all structural reforms, which represents the second phase of the national program for economic and social reform.
