Egypt Gov't directs EGP 10.6 billion public investment to Qalyubia Governorate for FY 22/23: Minister of Planning

A report issued by the Ministry of Planning and Economic Development reviewed the features of the Citizen’s Investment Plan for the Qalyubia Governorate for 2023/22.
The announcement came within the framework of continuing to announce the Citizen’s Investment Plan in all governorates of the Republic for the fourth year in a row.
It (The Report) aims to educate citizens about the directions and priorities of the sustainable development plan for the fiscal year (2023/22), and its role in achieving "Egypt's Vision 2030".
H.E. Dr. Hala El-Said, Minister of Planning and Economic Development, confirmed that within the framework of achieving balanced regional development, which is one of the pillars on which Egypt's Vision 2030 is based, recent years have witnessed intensified efforts to localize SDGs sustainable development goals in the governorates to maximize the comparative advantages of all governorates and to develop an index to determine the comparative and competitive advantage for each governorate, prioritize public investments in priority sectors according to development gaps in each governorate.
According to El-Said, all local development plans and programs should adopt a participative approach to encourage positive citizen participation in their formulation, implementation, and follow-up.
El-Said added that all state development plans aim to improve citizens' quality of life.
“This will not be achieved without active community participation, in line with "Egypt's Vision 2030," she added.
El-Said pointed out that the Ministry of Planning has taken many steps aimed at enhancing transparency and accountability.
Regarding the Citizen's Investment Plan in Qalyubia Governorate, El-Said explained that the number of development projects in the governorate reaches 355 projects. She also explained that the value of public investments directed to the Qalyubia governorate in the 2023/22 plan amounts to EGP 10.6 billion.
Concerning the sectoral distribution of targeted public investments in Qalyubia Governorate in the 2023/22 plan, the report of the Ministry of Planning and Economic Development indicated that investments amounting to EGP 6.4 billion were directed to the housing sector, at a rate of 61%, followed by the higher education and scientific research sector, at a value of EGP 870 million, or 8%.
Investments were directed in the petroleum and mineral wealth sector amounting to EGP 796 million, or 8%. In the local development sector, EGP 639.4 million, or 6%.
The pre-university education sector accounts for EGP 218.1 million, or 2%, and investments amounting to EGP 1.6 billion, or 15%, pertain to other sectors.
The report indicated that the number of villages targeted by the first phase of the “Decent Life” initiative in the Qalyubia governorate is 36. The number of beneficiaries reached 538,000 people.
The most important development projects in Qalyubia governorate that were implemented through the initiative and achieved SDGs are the establishment of 7 social units, 9 agricultural service complexes, 6 ambulance points, 25 health units, a central hospital, 396 classrooms, 63 schools, in addition to the establishment of a development center.
Moreover, 28 mobile network towers will be constructed to connect the optical fiber network. These towers will connect 28 youth centers, 9 government service complexes, 23 post offices, 6 police stations, and 4 fire stations.
It will also rehabilitate and line canals with a length of 178 km, pave main and internal roads with a length of 700 km, and construct 20 irrigation bridges, 2 markets, and 3 parking lots, in addition to 36 electricity projects.
The report indicated that the most significant development goals in the housing sector in Qalyubia Governorate in Plan 2023/22 are to direct about EGP 726.5 million to drinking water and sanitation services.
The most critical 46 development projects in the sector (Housing Sector) implement the national social housing program projects in the governorate. In addition, they are completing educational services projects.
In the field of local development, it is intended to implement 190 development projects. The most critical development goal is paving local roads for about EGP 256.4 million.
