The Ministry of Planning and Economic Development reviewed the journey
of the Egypt Award for Government Excellence, and announced the
different categories of the awards and the percentage of
participation.
Furthermore, the ministry stated that, in implementation of the
directives of President Abdel Fattah El-Sissi, the Egypt Award for
Government Excellence was launched in 2018 with aiming of stimulating
the spirit of competition and excellence, whether at the level of
employees or government institutions, by honoring those who are
distinguished in the performance of public services, which contributes
to raising performance levels and adherence to standards of quality
and excellence and strengthening leadership. Additionally, the
competitiveness of the Egyptian state, and the criteria of the award
in its various categories have become, today, a vital reference for
many government development efforts, such as improving the quality of
services provided to citizens and building the skills of employees in
the administrative apparatus, and supporting Egypt’s vision 2030 by
setting a standard for achieving the vision in the regions In
accordance with the state's activation of several mechanisms,
including plans and budgets for programs and performance.
The ministry added that the award works to provide a framework based
on international best practices, to create an ecosystem that includes
a network of partnerships with all stakeholders along with building
the capabilities of workers within an integrated medium and a
long-term plan. The work of the award is also governed by basic values
like transparency, cooperation, add value, and workmanship.
The Ministry reviewed the award’s journey, as it went through many
stages. During 2018, an agreement was signed between the Egyptian
government and the UAE government, which included several axes,
including the axis of government excellence. In 2019, the first round
of the Egypt Award for Government Excellence was launched with a total
of 15 categories, and the year 2020 witnessed the launch of the second
round with a total of 19 categories, and the transfer of candidacy
applications from government agencies electronically by 100%, and in
2022 the third cycle was launched, where the launch of the first
version of the internal excellence awards system was announced and
implemented in 5 universities, some government service units to be the
way to qualify for competition at the level, and the launch of the
"Equal Opportunities and Empowerment of Women" award on Egyptian
Women's Day, in the presence of His Excellency President Abdel Fattah
El-Sissi, to be the 20th category of the award categories. The first
session of the award included three models of excellence, an
institutional model for government excellence, the service excellence
model, and the government leadership excellence model. During the
second session, two new models were added: one for government
institutional innovation, and the other for excellence in government
work teams. The mystery shopper mechanism was also activated to
evaluate government services for the first time.
In the third cycle, an institutional model for equal opportunities and
women's empowerment in government institutions was added, bringing the
number of award categories to 20, in addition to the issuance of an
integrated guide for managing internal awards and others for the
merits of ambassadors of excellence and residents.
The categories of the Egypt Award for Government Excellence are
divided into institutional and individual awards; The Distinguished
College Award, which is one of the institutional excellence awards and
targets government colleges with a 35% rate compared to the previous
session, with a total of 442 applications.
There is the Distinguished Local Unit Award, which includes local
units in the governorates; center, city, district, and village. The
evaluation criteria focuses on how to develop institutional work,
develop strategies and implementation plans, design operations and
digital transformation in providing services? The number of
participants in this category has increased for the third session to
353 applications. With an 11% increase over the previous session, the
Egypt Award for Government Excellence also includes the Distinguished
Unit Award in the provision of government services, technology
centers, and social rehabilitation centers. The number of applications
for candidacy in this category reached 1,203 applications. In
addition, the Distinguished Websites Award, a category that supports
the country’s efforts in digital transformation, especially in the
service sector, and targets any website through which a government
service is provided. Websites are evaluated at the technical level.
And the service’s participation rate in this category for the third
session increased by 17% compared to the previous session Also, the
initiative award Innovative government initiative that focuses on
evaluating the best innovative government initiative that has already
been applied within an institution and has led to solving an
administrative problem or increasing the effectiveness and efficiency
of services or operations. The participation rate in this category has
increased by 45% compared to the previous session.
Furthermore, the award categories also include the Distinguished
Government Leaders Award, and the leadership levels include categories
the head of sector, head of central department, general manager, and
director of department. The application for candidacy increased by 38%
compared to the previous session. In addition, there is the award for
the best government employee, which is one of the awards for
individual excellence and targets employees of government agencies in
order to stimulate the spirit of positive competition among them. The
participation rate in this category increased by 74% compared to the
previous session. Additionally, the award for the best team It also
falls within the individual excellence awards and is devoted to
encouraging the achievements of work teams within government agencies
with the aim of enhancing the importance of achievement through the
formation of work teams. The participation rate in this category for
the third session increased to 69% from the previous session.
Moreover, the Equal Opportunities and Women Empowerment Award
category, which is the latest category of the Egypt Award for
Government Excellence and reflects the interest of the political
leadership in the importance of empowering women and people of
determination and achieving sustainable development goals with regard
to equality and social justice. The number of participants in this
category for its first session reached 71 applications representing
various ministries, universities and governorates.
During three sessions and four years, the Egypt Award for Government
Excellence became more than just an award that encourages the spirit
of competition, as it launched and supervised internal awards in many
government agencies, including 60% of Egyptian universities, and
focused on the qualification and accreditation process for technical
cadres of residents and chairmen of evaluation committees to be the
number of residents Its accredited 320 residents can benefit from
their expertise in various fields. It also provides an e-learning
platform and qualifying programs for ambassadors of excellence given
that the award possesses these accumulated experiences, it is able to
support various national initiatives such as The National Initiative
for Smart Green Projects, and the launch of integrated service centers
like Egypt Service Center.
In the end, in order to achieve more achievements, work will expand
the scope of the award, in addition to generalizing the application of
the internal awards system in the state’s administrative apparatus,
involving citizens in the evaluation processes for the authorities, as
well as increasing awareness of the concepts of the award, in order to
deepen the culture of excellence, ignite the competitive spirit, and
develop human capital to achieve a quantum leap in institutional
performance.
