The Ministry of Planning and Economic Development, represented by Dr. Jamil Helmy, Assistant Minister for Follow-up Affairs of the Sustainable Development Plan, and the supervisor of the "Decent Life" initiative, participated at the meeting of the Plan and Budget Committee in the House of Representatives to discuss the requirements of investment projects, especially those directed to Upper Egypt governorates to establish a decent life in the villages.
Helmy reviewed the features of the investment plan directed to Upper Egypt during the fiscal year (21/2022), indicating that government investments achieve a growth rate of 34% compared to (18/2019), while government investments funded by the public treasury achieve a growth rate of 50% during the same period. Helmy added that Aswan governorate acquired 19.7% of total government investments directed to Upper Egypt on 21/2022, followed by Sohag by 14.8%, Assiut 14%, Qena 10.9%, Minya 8.5%, Beni Suef 8%, Luxor 6.5%, The New Valley 6.2%, Faiyum 6%, and the Red Sea 5.4%.On the share of Upper Egypt governorates from the "Decent Life" initiative, Helmy explained that 94% of the residents of the first phase villages (375 villages) are in the Upper Egypt governorates, with 334 villages, pointing out that Upper Egypt acquired 96.8% of the total funds implemented in the initiative, and 97. 3% of sanitation projects, 67.6% of added drinking water networks, 90.2% of health units, 84.4% of classrooms and schools that were built and developed, and 85.2% of paving and raising the efficiency of roads.
Moreover, he touched on the most important development indicators in the governorates of Upper Egypt in the second phase of the initiative, indicating that 11 million citizens in Upper Egypt are among the beneficiaries of "A Decent Life", representing 36.6% of the total population of Upper Egypt, in 873 villages, or 61% of the total villages in the initiative.
Helmy indicated that 660 villages in Upper Egypt are targeted with sanitation and drinking water services during the next fiscal year, as well as the establishment of 5.5000 classrooms in 413 villages, the completion, and establishment of 19 hospitals, the establishment and development of 149 family medical centers, 602 health units and 224 ambulance points in 749. A village, in addition to developing and upgrading the efficiency of about 91,000 homes in 750 villages, and rehabilitating and laying out 1505 km of canals in 544 villages.
