Deputy Minister of Planning meets representatives of the "CB3" project to discuss aspects of cooperation.Dr. Ahmed Kamali, Deputy Minister of Planning and Economic Development, met with representatives of the project "Building National Capabilities to Enhance Public Participation for the Realization of the Third Phase Rio Agreements" CB3 "of the Ministry of Environment, headed by Dr. Ahmed Wagdy, Project Manager, and with the participation of Dr. Mohamed Bayoumi, Director of Climate Change Programs at the United Nations Program to strengthen cooperation between the Ministry and the project.
The meeting dealt with the state’s investment plan and the training that will be held for government cadres on the sidelines of preparing the plan. The meeting also touched on the agreement that was concluded between the two ministers of planning, economic development, and the environment by directing letters to ministries to form working groups concerned with sustainable development, and sending a letter to the Central Agency for Organization and Administration to work on the work teams referred to within the strategic planning unit in the structure of the various ministries.kamali also stressed the importance of feasibility studies for projects from a development point of view, as well as studies of environmental impact assessment and sustainability of projects.
Kamali added that the preparation process for launching Egypt "green bonds" as one of the leading countries in the Middle East and Africa showed that about 14% of the projects in the country's investment plan for the year 2020-2021 can be classified as green projects related to the environmental dimension.Kamali explained that this figure is targeted to reach 30% within two years, stressing the importance of the government taking the initiative to implement these standards on government projects, which will contribute to improving the environmental situation in Egypt and integrating the environmental dimension better in all government-funded projects.Kamali also referred to the need for the concerned government agencies to prepare a development feasibility study for major projects such as energy, housing, and transportation and to submit it to the Ministry of Planning to be able to decide on the issue of financing projects.Kamali stressed the importance of focusing on training programs directed to those in charge of planning and developing projects that are financed by the investment plan in the ministries, in particular the training doses for environmental standards, and the implementation of studies to assess the environmental impact of projects, while training those in this field to prepare those studies.Kamal noted that the Ministry Planning and economic development was able to take a serious step in this regard, to be contracted with a specialized company, "NI CONSULTANT", to hold training courses on how to prepare development studies for projects, taking into account the dimensions of sustainable development.Kamali explained that this training will be carried out on all the support agencies and those in charge of the qualitative sectors in the ministry as well, noting that the integration of training materials between the two bodies in the Ministry of Planning and the CB3 project will make the training more efficiently until it is implemented in all ministries.Concerning the national voluntary report, Kamali explained that the Ministry of Planning is working on preparing the report in cooperation with all ministries and agencies, pointing to the holding of many consultations with the government, civil society, and the private sector to explain the contents of the report, as well as asking those bodies to present their efforts and activities concerning sustainable development.Kamali stressed the need to highlight the contribution of these efforts in reducing the level of emissions, calling on the project representatives to provide the Ministry of Planning and Economic Development with relevant information and reports, in a way that would contribute to enriching the content of the report, and stressing Egypt's endeavor to achieve sustainable development in all its economic, social and environmental dimensions, intending to reduce poverty rates and improve poverty rates. It is noteworthy that the project "Building National Capacity to Promote Public Participation to Achieve the Third Phase Rio Agreements" CB3 "aims to support the participation of society and national bodies to achieve the national priorities included in international environmental agreements, the most important of which are the three Rio conventions on biological diversity, climate change and combating desertification, which are the conventions that aim To achieve sustainable development by ensuring the protection of natural resources.
