Planning Ministry launches the procedural guide for the strategic planning process

The Ministry of Planning and Economic Development, represented by the Ministry's Strategic Department, launched the procedural guide for the strategic planning process, which is the main reference for the work of the strategic planning units in the country.
Dr. Hala El-Said, Minister of Planning and Economic Development, said that the guide clarifies, through simple and direct steps, the different stages of the planning process, the tools and models to be used during each stage, as well as the expected outputs, in addition to focusing on linking the entities ’plan with the government’s program and the national agenda for sustainable development Egypt’s Vision 2030, and the UN Sustainable Development Goals.El-Said explained that the procedural guide for strategic planning comes within the framework of Prime Minister Decision No. 1146 of 2018 regarding the creation of 6 new organizational divisions in the units of the state’s administrative apparatus, and the decision of the President of the Central Agency for Organization and Administration No. 86 of 2019 regarding the creation of an organizational division of strategic management in the units of the state’s administrative apparatus.Dr. Hala El-Said indicated that the strategic planning process is one of the most important components of the administrative process, which directly reflects on the success of the various units in achieving their goals and integration with each other to achieve the goals of the state.Strategic planning also helps to set clear, specific, and measurable goals, which are the basic basis for the direction of preparing the budget for programs and performance that the state seeks to work through, indicating the translation of these goals into integrated and interconnected action plans.The Minister of Planning and Economic Development pointed out that strategic planning provides the basic material for the follow-up and evaluation process, which achieves with time a measure of institutional maturity for the various units.“It also provides a good opportunity to draw lessons learned from programs and projects, explaining that it also improves the ability of different units to deal with change,” she added.
This is done through continuous reading of the surrounding environment and translating the results of this reading into goals, programs, and future action mechanisms that allow the state to keep abreast of everything new and to interact efficiently with the emerging opportunities and challenges.
For his part, Eng. Khalid Mustafa, Head of the Ministry's Strategic Department, indicated that this guide is part of the ministry's efforts to build capacity and develop working methods in the units of the state’s administrative apparatus in line with international best practices, stressing that all efforts be made that support the state’s competitiveness and provide the best services to citizens.The guide answers the questions related to how the various steps of strategic planning are implemented and those responsible for implementation and when each step should be undertaken, as the steps and methods described in this guide, the tools and forms attached to it can be followed during the implementation of the various stages of the strategic planning process and adherence to the stated governance system for the approval and integration of strategic plans.
