Executive Director of the National Institute for Governance and Sustainable Development and Egypt's delegate to the General Governance Committee of the Organization for Economic Cooperation and Development Dr. Sherifa Sherif participated in the general session under the name, “Reviewing the Public Governance of the Organization for Economic Cooperation and Development in Egypt." The conference, taking place on the 8th and 9th of February 2023, is funded by the European Union and executed by the Organization for Economic Cooperation and Development (OECD). Minister of International Cooperation Dr. Rania Al Mashat, Deputy Minister of Planning and Economic Development Dr. Ahmed Kamaly, Head of the Central Agency for Organization and Administration Dr. Saleh Al Sheikh, Deputy Minister of Communications and Information Technology Dr. Ghada Labib, Head of the European Union Delegation to Egypt Amb. Christian BergerDeputy Director of the Directorate of Public Governance at the Organization for Economic Cooperation and Development,  Mr. Janos Bertok.


During her speech, Dr. Sherifa Sherif pointed out the goals of applying governance presented in transparency, accountability, responsiveness to the citizens, and law enforcement. She also mentioned the National Institute for Governance and Sustainable Development, the training arm of the ministry of planning and economic development, role in raising awareness, and training on governance applications in different government institutions. Furthermore, she stressed on the importance of the linkage between governance and the sustainable development goals, especially the sixteenth goal concerned with highly efficient and effective government institutions.


Moreover, Dr. Sherif added that the main goal is responsiveness to the citizens through two main axes. First, concerned with good government services through digitization, updating government services , and easy and swift access to the citizen. On the other hand, the second axis is concerned with raising the quality of life of the citizens, she gave the Hayah Karima project as an example.


Besides, Dr. Sherif pointed out that governance is a catalyst and a principal tool to realize the sustainable development goals and Egypt Vision 2030. She also mentioned the ministry of planning’s role in mending the developmental gap facing the realization of the sustainable development goals, studying the opportunities and challenges in Egypt. She further displayed the voluntary report that Egypt presented to the African Union in 2018, the role of the OECD and the support it presents to Egypt in evaluating and determining the gaps and challenges facing Egypt in applying governance and realizing sustainable development.


Furthermore, Dr. Sherif announced that the coming month is going to witness the National Government index, a tool to support the realization of developmental goals in Egypt. The government aspires to use the index to measure governance of development projects, to assure governance, and to identify the challenges that face it. Also, she clarified that the index’s goals are presented in reaching citizen satisfaction, improving service quality, measuring and solidifying governance quality, and measuring the government's performance and  effectiveness by identifying its strength and weaknesses. Along with monitoring and evaluating raising Egypt’s performance in the international governance indicators, enforcing global competitiveness, sustainability, and economic performance. Finally, she mentioned that the process of preparing the National Index for Governance was made through equal cooperation between local and international players.

Finally, the Head of the Public Governance Review Unit OECD Mrs. Sarah Faison participated in the plenary session while  Project Manager and Policy Analyst, OECD Mr. Amr Suleiman, moderated the session.
