The conference’s opening session witnessed the presence of Dr. Rania Al-Mashat, Minister of International Cooperation, Dr. Saleh Al-Sheikh, head of the Central Agency for Organization & Administration, and Dr. Sherifa Sherif, Executive Director of NIGSD, and Egypt's representative on the General Governance Committee of the Organization for Economic Cooperation and Development.

The opening session also witnessed the presence of Dr. Ghada Labib, Deputy Minister of Communications and Information Technology. He was joined by Ambassador Christian Berger, Head of the European Union Delegation to Egypt, and the Deputy Director of the OECD Public Governance Directorate, János Bertók.

The session witnessed the launch of NIGSD’s "Young Policy Makers" program, which is being carried out in cooperation with the European Union and OECD.

During his speech, Dr. Ahmed Kamali, Deputy Minister of Planning and Economic Development highlighted the interest of the Egyptian state in general and the Ministry of Planning and Economic Development in particular in the project to support general administrative and economic governance in Egypt.

Kamali explained that the project aims to contribute to enhancing the effectiveness of the government's performance and its capabilities to implement the sustainable development strategy. This represents the first component of the project.

Kamali added that the Ministry of Planning and Economic Development is cooperating effectively to achieve and enforce the objectives of this component, represented in developing a policy framework for the implementation and follow-up of the sustainable development strategy.

Kamali added that this is done by creating a dialogue about these policies and preparing peer reviews with a focus on the priorities of the Egyptian state. In addition, it benefits from the previous experiences of other countries.

Kamali pointed out that among the objectives of the first component of the project, which the Ministry of Planning is keen to achieve, is to strengthen the capacities of the ministries and concerned authorities to carry out their roles in implementing the sustainable development strategy.

Kamali spoke about the goals that the Ministry of Planning and Economic Development is pursuing. The objectives include enhancing transparency, accountability, and communication with citizens through the preparation and implementation of a program to enhance the capabilities of workers in the state's administrative apparatus.

Kamali explained that the ministry had taken several measures and implemented several mechanisms to contribute to achieving these goals. He pointed to the ministry's contribution to launching Vision 2030 and activating the integrated system for preparing and following up on the investment plan.
