As part of the "Incentives for Performance Excellence in Public Investment Management at the Local Level" program, the Ministry of Planning and Economic Development has announced it has awarded an additional amount of government investments, funded by the public Treasury within the limits of 10% of the budget.
The value of the additional incentives granted to 19 winning governorates amounted to about EGP 1.4 billion.
H.E. Dr. Hala El-Said, Minister of Planning and Economic Development, stated that the Performance Excellence Incentives initiative is one of the most significant initiatives of the investment plan for the fiscal year (2023/22).
The initiative aims to encourage the offices of all governorates to adopt the most effective international practices in the fields of planning, follow-up, performance evaluation, public spending management, and the development of work systems in local administration.
El-Said added that, based on the results of the evaluation, which was supervised by experts from the Institute of National Planning, 6 governorates obtained a 100% evaluation, namely (Giza, North Sinai, Sharkia, Minya, Menoufia, and Kafr El-Sheikh).
Moreover, 13 governorates obtained an evaluation rate ranging between (75-92%).
For his part, Dr. Ahmed Kamali, Deputy Minister of Planning, referred to the preparation of a guide on incentives for performance. The guide aims to benefit from international experiences in this regard, with the assistance of experts at the World Bank.
Kamali pointed out that it is intended to develop the initiative during the next fiscal year (2024/23), to cover a broader number of performance indicators that measure the quality and quality of services provided to citizens.
The Deputy Minister indicated that the performance excellence incentives obtained by the governorates are intended to be directed to projects that fall within the scope of local development programs that take into account environmental sustainability, within the framework of the state's efforts to integrate the environmental dimension into development plans, and to stimulate the transition to a "green economy."
Dr. Jamil Helmy, Assistant Minister for Follow-up Affairs of the Sustainable Development Plan, reviewed the 6 criteria of the initiative, the most critical of which is motivating planning officials in the governorates to implement participatory planning, through the involvement of citizens, the private sector, civil society, and academic institutions.
Helmy added that since the launch of the initiative and the announcement of the results, the process has taken several months. During this time period, more than 200 coordination meetings and interactive workshops were held with officials of the technical committees in the governorates.
