The National Institute for Governance and Sustainable Development (NIGSD) held recently a National Workshop on African Peer Review Mechanism (APRM) Governance Indicator, the workshop is entitled “Evidence and Data Collection for an Inclusive Framework”.The workshop included three sessions on "The Egyptian Experience in Developing Indicators, an Overview", as well as the African Mechanism's Governance Index for Peer Review.The second session discussed the general vision of the mechanism's governance index in terms of methodology, concepts, and measurement framework. The third session discussed the Egyptian strategy for human rights.During her participation in the first session, Dr. Sherifa Sherif, Executive Director of NIGSD, reviewed the Egyptian experience concerning the governance index.Sherif explained that the Egyptian government began developing the Egyptian Governance Index to serve as a supportive tool for achieving development goals. Through the index, the Egyptian government sought to measure how well it is implementing development programs, strengthening governance, and tackling challenges.Sherif drew attention to the formation of a technical committee called the Egyptian Governance Indicators Working Group. This committee will implement all activities related to formulating and developing the Egyptian Governance Index in 2021.Sherif said that the concerned authorities include the Ministry of Planning and Economic Development, the National Institute for Governance and Sustainable Development, the Administrative Control Authority, and the Economic Governance Project funded by USAID.Dr. Sherifa Sherif announced the launch of the Egyptian Governance Index in 2023. She said that the index aims to ensure citizen satisfaction, enhance service quality, measure governance quality, and enhance government efficiency and effectiveness by identifying strengths and weaknesses..Sherif added that the index was based on five pillars, including the self-assessment and diagnosis tool - identifying challenges and gaps, that the Egyptian governance index does not replace other indicators, and that the methodology used is in line with the World Bank’s global governance indicators, in addition to using national data sources and publishing them every two years, with Publish the report with the results.

Sherif referred to the five dimensions of governance for combating corruption: inclusion and participation, accountability and transparency, efficiency and effectiveness, and the rule of law. He stressed the availability of the participatory process in preparing the index at the national and international levels. This process was characterized by inclusiveness with the participation of the private sector.Sherif explained that the participation of stakeholders contributed to the presence of valuable comments that were taken into account.
