Planning Ministry delegation visits Minya governorate to monitor the achievement rates in "Hayat Karima" villages

A delegation from the Ministry of Planning and Economic Development headed by Dr. Jamil Helmy, Assistant Minister for Follow-up affairs of the Sustainable Development Plan, made a field visit to Minya Governorate, which will last from 10 to 11 February.
The visit aims to ascertain the achievement rates and the absence of obstacles in the villages of the presidential initiative “Hayat Karima” (Decent Life).
The visit also aims to ensure the quality of implementation according to the specified specifications, to ensure the operation of the completed projects and their entry into service, and to identify the citizens' vision of any other required priority projects.
In this context, Dr. Hala El-Said, Minister of Planning and Economic Development, said that there is a tendency for the state to reduce development gaps between governorates, which is what the presidential initiative "A Decent Life" achieves by focusing on developing the villages most in need.
El-Said indicated that real development takes place at the provincial level and not in a centralized manner.
“Each governorate has a different competitive advantage and resources than the others, therefore, the spatial justice is one of the objectives of the state's plan,” El-Said explained.
El-Said noted that coordination is taking place with the ministries and relevant authorities to implement the various development initiatives aimed at improving the quality of life of the Egyptian citizen.
She highlighted that the total allocations for the "Decent Life" initiative for the first phase amounted to about EGP20 billion for 375 villages, benefiting about 4.5 million citizens.
The initiative aims to cover all villages in the Egyptian countryside during the next three years, with a total number of beneficiaries of nearly 50 million citizens, and at a total cost of EGP 500 billion.
Regarding the citizen's investment plan in Minya governorate for the fiscal year 20/2021, El-Said indicated that the number of development projects in the governorate reaches 327 projects and that the value of public investments directed to Minya governorate is EGP 4.1 billion, an increase of 10.8% over the plan for the year 2019/2020.
It represents 1.6% of distributed public investment.
During the visit, Dr. Jamil Helmy indicated that the number of villages in Minya Governorate within the first phase of a decent life is 25 villages, within 10 centers, with a population of 308,000 people, who make up 5% of the governorate’s population.
The number of completed interventions reached 102 at a total cost of EGP 575 million, out of a total of targeted appropriations of about EGP 1.68 billion, of about 204 targeted interventions.
The Assistant Minister of Planning and Economic Development for Follow-up Affairs of the Sustainable Development Plan added that the completed interventions in Minya Governorate resulted in two sanitation projects, 3 schools that include 53 classrooms, 1112 lighting poles, 8.7 km of water networks, in addition to paving roads amounting to 4.6 Km, 2 youth centers, 4 health units, and upgrading the efficiency of 333 homes.
Also, an illiteracy eradication of 53 people was completed, and 2964 beneficiaries of small enterprise loans were reached.
Dr. Jamil Helmy indicated that it is targeted to improve the quality of life index (the rate of access to basic services in these villages), on average, at a rate of 26 percentage points.
