24 December 2020

Dr. Hala El-Said, Minister of Planning and Economic Development, inspected the workflow for the evaluation committees of the Egypt Award for Government Excellence 2020 in its various categories.

Dr. El-Said explained that the evaluation process is carried out in complete transparency following the evaluation criteria for each category of the award, confirming the ministry's belief in the importance of disclosing all the basic procedures and enhancing the level of accountability and governance for all award operations.

El-Said pointed out that the Egypt Award for Government Excellence aims to achieve better rates of citizen satisfaction, to spread the culture of quality and excellence, and to encourage competitiveness among government institutions at the national, local, and regional levels, in addition to enhancing the spirit of innovation, creativity, and reward for excellence in Egyptian society, as well as building a new institutional model that applies the concepts of governance and sustainability.

For his part, Khaled Mostafa, supervisor of the Egypt Awards for Government Excellence, explained that the main objective of this annual award is to encourage the spirit of competition and a culture of excellence and quality at the level of institutions and individuals by promoting the spirit of innovation and creativity among the applicants for the award.

He explained that the Egypt Award for Government Excellence is based on several axes, most notably transparency and the efficiency of institutions, which depends on achieving quality, excellence, and efficiency within institutions, in addition to the axes of institutional development, development of government services and capacity building.

The Ministry of Planning and Economic Development had announced the conditions for applying to participate in the resident teams for the second session of the 2020 award, as the minimum requirements that must be met by the evaluators ensure that one of the employees of the state’s administrative apparatuses or a member of the teaching staff in Egyptian government colleges should have an appropriate scientific qualification ( bachelor's degree as a minimum), meaning that the applicants should have a minimum of 5 to 7 years of practical experience (experience in government work is an advantage), with familiarity with the basic principles of quality management systems.

The conditions also included awareness of the basic concepts of institutional excellence and government excellence, the ability to write technical reports in Arabic (a mandatory requirement), obtaining a certified assessor for quality management systems and/or an accredited evaluator for one of the institutional excellence models, with the ability to work within a team. Applicants must also possess fluency in oral and written communication skills (in Arabic), the ability to use the MS Office software package in an advanced manner, and full dedication, in addition to the flexibility to travel and move within the borders of Egypt during the evaluation period and to participate in one of the local, regional and/or international excellence awards as a resident or team head as an added advantage.
