El-Said indicated that the Egyptian government is working hard to accelerate the implementation of Egypt's Vision 2030, explaining that a participatory approach has been followed in developing and updating the vision. To ensure the participation of all stakeholders, to implement the sustainable development goals in all areas.
El-Said added that guided by this principle and a commitment to achieving Egypt’s Vision 2030 and the UN 2030 Plan for Sustainable Development, which focuses on the social aspect in all development programs, Egypt has given priority to addressing development gaps at the governorate level to eliminate poverty in all its forms.

El-Said stressed that the localization of the sustainable development goals should be a guiding principle for building a more resilient economy and a society capable of withstanding unexpected negative shocks such as the COVID-19 pandemic.
The Minister of Planning and Economic Development also indicated that for the first time in Egypt and the region, 27 reports were issued to localize the sustainable development goals in 27 Egyptian governorates, to follow up on the performance of those governorates in 32 indicators for 11 sustainable development goals.
In the same context; Dr. Hala El-Said drew attention to the "Decent Life" initiative, which aims to develop sustainable rural communities in Egypt, and reduce poverty and multidimensional unemployment rates.
El-Said indicated that it is the largest development project of its kind, with a budget of more than $45 billion and covering 58% of Egypt's total population.
During her speech, El-Said stressed that preserving the environment is at the top of Egypt's national priorities for sustainable recovery plans.
She explained that environmental challenges are not only an irrefutable fact but also exposed the current deficiencies in the financing structure available to developing countries for a green transition.
