Gov’t allocates EGP 45.9 billion in the state's FY 2022/2023 sustainable development plan : Planning Minister

Egypt’s Minister of Planning & Economic Development Dr. Hala El-Said reviewed the main features of the draft plan for the fiscal year 22/2023 before the Senate Economic Affairs Committee headed by Dr. Hani Sarie El-Din, in the presence of committee members, Dr. Ahmed Kamali, Deputy Minister of Planning and many ministry leaders.
Dr. Hala El-Said said that the total investments in the housing, water, and sanitation services sector in the FY22/2023 plan are estimated at EGP 294 billion.
Among the most important projects proposed in the plan are the following: Providing about 306,000 housing units within the national housing project, and developing more than 15,000 acres of unplanned areas.
It contains 1.52 million housing units, benefiting about 6 million citizens.
This is in addition to the increase in the capacity of water projects by about 1.4 million cubic meters/day, through the implementation of about 64 water projects, covering a total of 9.5% of the water supply.
Moreover, it includes the increase of the capacity of sewage projects by about 1.4 million cubic meters/day through the implementation of 60 sewage projects. This is in addition to the development of sewage networks in villages, by implementing about 180 projects in the villages, raising the coverage rate to more than 68% at the level of the Republic.In the field of transportation, Dr. Hala El-Said indicated that total investments are estimated at EGP 307 billion in the year of the plan, and about 72% of the total belongs to economic authorities.Public investments in total constitute about 91% of the sector's total investments. These investments give priority to the completion of projects that are nearing completion and national projects that have an economic impact on the business climate, as well as projects that have a positive impact on the business environment.Concerning the roads, bridges, and land transport sector, El-Said explained that the investments directed to these activities have contributed to Egypt's upgrading in the global classification of road quality to the 118th Center for Roads.
El-Said indicated that in the current plan, about EGP 24 billion will be allocated to the projects of the government apparatus of the Ministry of Transport, with a growth rate of 4%, complete several strategic road projects, and in the field of river transport. The plan includes projects to develop river units along the waterway (from Cairo in the north to Aswan and Wadi Halfa in the south) and raise the efficiency of the Halfa river port in Sudan. El-Said added that one of the targeted investments for economic bodies, amounting to about EGP 218 billion, in the 2023/22-year plan. It includes EGP 176 billion for the nationalization of the hypocrisy to implement many projects, including the projects of the fast electrical countryside, the two lines of the Monorail in the new administrative capital, and the two sides of theDr. Hala El-Said confirmed that the communications and information technology sector is one of the leading sectors with high growth, which is expected to achieve accelerated growth within 16.5% during the year of the plan.
The telecommunications sector includes government investments of about EGP 22.8 billion, with a growth rate of 22.6%, as the plan adopts the initiative of "providing the necessary funds for the completion of strategic projects in the telecommunications sector" with funds of EGP 2.9 billion.
About the water resources and irrigation sector, El-Said explained that government investments in the sector are estimated at 17 billion pounds.
It includes the implementation of some priority projects, on top of which is a project to rehabilitate and line canals.
Regarding the health services sector, El-Said indicated that the plan (22/2023) aims to direct public investments worth EGP 45.9 billion, to implement many initiatives and development projects aimed at developing and improving health services, including comprehensive health insurance, which includes the establishment and development of 94 hospitals and 448 health units. Establishing and developing 148 hospitals affiliated with the Secretariat of Specialized Medical Centers, in addition to providing 1,500 intensive care beds in all governorates, with a focus on six priority governorates (Qena, Beheira, Sohag, Minya, Suez, and Giza). The plan also focuses on increasing government hospital beds by 11%, as well as completing the construction and development of 29 hospitals, with an average completion rate of 90% currently, with funds of 800 million pounds for the year of the plan, and completing the establishment and development of seven university hospitals. The plan also aims to bring about the comprehensive development of 52 integration hospitals to be integrated centers for family health and development in the centers of the first phase, within the framework of the national project for the development of the Egyptian family, as well as the establishment and equipment of 16 central hospitals and 899 health units, and the provision of 1,000 ambulances.El-Said added that it is intended to establish and develop 15 hospitals and 104 health units within the framework of the "Development of urban agglomerations within the Decent Life initiative, with funds of EGP 2.8 billion, in addition to establishing a modern, sophisticated and integrated building for central laboratories in Badr City, with funds of EGP 350 million, as well as establishing 17 waste incinerators, and the provision of 131 waste cars with funds of EGP 209 million within the framework of the medical waste treatment project.
El-Said indicated that the plan aims to direct public investments estimated at 69.2 billion pounds to the educational services sector, with a growth rate of about 23% compared to the fiscal year (21/2022), to implement many programs and initiatives.
El-Said explained that in the field of pre-university education, the plan aims to continue efforts to reduce classroom densities and expand access to education for all without discrimination, by directing investments to the Educational Buildings Authority worth EGP 15.4 billion.In the field of university education, El-Said pointed to the expansion of the automation of tests in public universities, as it is targeted to provide credits of one billion pounds to automate 154 test centers in all public universities, with a growth rate of 125% compared to the plan for the fiscal year (21/2022), as well as the establishment and operation of six Universities of Technology (6th of October, New Assiut, New Taiba in Luxor, East Port Said, Samanoud in Gharbia, Borg El Arab in Alexandria).Concerning the youth and sports sector, the plan aims to establish and develop 700 five-a-side stadiums, youth centers, 7 youth cities, 6 youth camps in four governorates, 7 stadiums, five sports cities, eight hospitals, and sports medicine units, 60 clubs and four civil education centers in Matrouh, Beni Suef, Fayoum, and Sohag.
In the culture sector, it is targeted to develop 20 cultural palaces, nine children’s culture houses, and four theaters, in addition to developing several museums, including the Museum of Modern Egyptian Art, and establishing three branches of the Public Library of Egypt.
