On behalf of the Minister of Planning and Economic Development, Dr. Ahmed Kamali, Deputy Minister, inaugurated the activities of the international conference “Climate Changes and Sustainable Development”, which is held by the Institute-of-National-Planning (NPI), under the patronage of Prime Minister Dr. Mustafa Madbouly and in the presence of Dr. Ashraf El-Araby, NPI Head.During her speech that was delivered by Dr. Kamali, Dr. Hala El-Said, Egypt’s Minister of Planning & Economic Development said that all countries of the world, including Egypt, have noticed the danger of the phenomenon of climate change and its negative repercussions on various levels, including the increasing frequency of violent weather phenomena such as heavy rain, floods, heavy waves and a high level of weather. 
El-Said added that from this point of view, the effects of the phenomenon of climate change and its socio-economic repercussions are among the main reasons that prevent peoples and developing countries from benefiting from development efforts, especially with the increase in challenges in light of the negative repercussions of the Corona pandemic.El-Said explained that the latest reports issued by the program indicated that African countries spend between 2 and 9% of their total output to finance measures to confront the negative effects and repercussions resulting from emissions.El-Said talked about the repercussions of climate change on the contemporary Egyptian reality, explaining that Egypt is among the developing countries most affected by the negative consequences of the phenomenon of climate change, despite its limited contribution to greenhouse gas emissions.


El-Said pointed out that the Egyptian government launched the sustainable development strategy, Egypt Vision 2030, in 2016, making Egypt one of the leading countries in launching the local version of the UN 2030 Agenda.
El-Said explained that the vision included clear goals for the percentage of renewable energy contributions within the energy mix, adding that the government is also working to update this strategy to reflect the new challenges, including the negative effects of climate change, water scarcity, and rapid population growth.

El-Said also touched on the policies aimed at supporting the transition to a green economy and maintaining the sustainable use of natural resources, which came at the heart of the structural reforms program, which represents the second phase of the economic and social reform program launched by the state in 2016.

El-Said added that achieving all the state's objectives in addressing the negative repercussions of the phenomenon of climate change cannot take place in isolation from the integration with the efforts of neighboring countries, noting that Egypt's hosting of the summit of the Conference of the Parties to the United Nations Convention on Climate Change COP27 for the year 2022 on the continent of Africa.


El-Said stressed that Egypt aims to provide a platform for developing countries to express their requirements by activating their commitments and responsibilities to developed countries in this field, most notably the provision of direct financing and technology transfer, in addition to the need to adhere to the principles of joint responsibilities.


During her speech delivered on her behalf by Dr. Ahmed Kamali, Deputy Minister, El-Said affirmed the Egyptian state's determination to make all efforts to complete the reform process and confront the negative repercussions of climate change on efforts to build the foundations of comprehensive and sustainable development, through an integrated and comprehensive approach.
