The Minister of Planning and Economic Development, head of the National Council for Women witness the graduation ceremony of 3rd batch of the program to qualify women executive leaders in the governorates

Dr. Hala El-Said, Minister of Planning and Economic Development, Dr. Maya Morsi, President of the National Council for Women (NCW), Dr. Sherifa Sharif, Executive Director of the National Institute for Governance and Sustainable Development (NIGSD), and Dr. Hamed Al-Hamimy, Director of the National Anti-Corruption Academy attended the graduation ceremony of the third batch of the lead qualification program Executive women in the governorates at the headquarters of the National Council for Women.
The batch includes 127 women representing 5 governorates: Cairo, Gharbia, Dakahlia, Damietta, and Beheira.
During her speech, Dr. Hala El-Said said that the issue of gender equality and women's empowerment received a large share of the political leadership's attention, which was reflected in Egypt's Vision 2030, and in the National Strategy for Women's Empowerment 2030, which aims to hold women in senior management positions by 30% by 2030.
El-Said pointed out the importance of qualifying women to enable them to reach leadership positions; Through packages of training programs, explaining that women represent more than 43% of the total employees of the administrative apparatus units (according to the statistics of the Central Agency for Organization and Administration) (CAOA), hence the idea of designing the executive women leadership qualification program in 2019.
El-Said continued that the program aims to empower promising women leaders and hone their expertise in dealing with contemporary challenges to government work, improve institutional performance and contribute to supporting government performance, using an integrated training curriculum that enhances interactive participation and exchange of experiences between participating government leaders, and reviewing the best experiences and practices of government administration. globally and regionally.Regarding the Egyptian government's efforts to empower women, Dr. Hala El-Said mentioned that some studies and research have proven that reducing the gender gap by 25% will lead to an increase in the general gross domestic product by about $5.3 trillion. Global statistics also showed that companies with a higher percentage of women executives and board members have an average return on assets and equity of at least 74% higher than their peers, in addition to attracting more investor confidence.
The Minister of Planning and Economic Development added that the Egyptian government worked on the political empowerment of Egyptian women, as the percentage of women's representation in the Council of Ministers reached 24.2%, and 28% in the Egyptian Parliament, and 14% in the Senate. The position of governor, seven women as deputy governor, and about 50% of the members of the Administrative Prosecution Authority.El-Said clarified that according to the directive of President Abdel Fattah Al-Sisi, to seek the assistance of women in the Public Prosecution and the State Council to fully activate the constitutional entitlement to equality and non-discrimination and to confirm the eligibility of women to assume various positions.
On June 2, 2021, the historic decision was issued “to start the work of the female component in the State Council and the Public Prosecution as of October 1, 2021.” Accordingly, 98 new female judges were appointed to the State Council 72 years after its establishment.
El-Said added that the state has also worked on economic empowerment, as the Financial Supervisory Authority issued Resolution No. (50) for the year 2020, which stipulates that at least one female component must be represented on the boards of directors of companies and entities working in the field of non-banking public activities.
Dr. Hala El-Said referred to the improvement in Egypt’s ranking in international indicators related to women, as Egypt’s ranking in the sub-index for political empowerment of women in the Gender Gap Index issued by the World Economic Forum 2021 improved by 55 ranks, as Egypt ranked 79th in 2021 compared to 134th in 2014.
Egypt also witnessed a remarkable improvement in the Women, Business and Law Index issued by the World Bank, where the index rose from 38.8 points in 2015 to 45 points now, with an improvement of 16%.
El-Said pointed to the launch of the Egypt Award for Government Excellence for Equal Opportunities and Empowerment of Women yesterday on the Egyptian Women's Day, honored by the President of the Republic; In appreciation of the role of Egyptian women and an effort to increase opportunities for their empowerment.
Dr. Maya Morsi praised the fruitful cooperation with the Ministry of Planning and Economic Development and the ministry’s efforts to support the empowerment of Egyptian women with full force, stressing that we find integration and coordination by the government at all levels for strong planning that takes into account the needs of women and their economic development, in implementation of the right to development approach.
Dr. Sharifa Sharif indicated during her speech that the first batch of the Executive Women Leadership Qualification Program was graduated in the governorates in July 2019 at the level of Cairo and Giza governorates, and the second batch was graduated in February 2020 at the level of five other governorates.
Sherif explained that the training program focused on some basic topics such as strategic management and planning, administrative decision-making, teamwork, communication skills, workforce management, the external environment and corporate culture, work ethics and code of conduct, technology management, innovation, and others.
The training lasted for 20 days, at the end of which the participants were asked to form working groups to formulate capstone graduation projects that follow an innovative methodology and work to improve and simplify the quality of services provided and are consistent with the state's strategic plans.
Dr. Hamed Al-Haimimy, Director of the National Anti-Corruption Academy, expressed his great pride for his participation in the training program to qualify executive women leaders in the governorates in the Anti-Corruption Program.
