H.E. Dr. Hala El-Said , Minister of Planning and Economic Development, participated on her behalf, Dr. Ahmed Kamali, Deputy Minister, in the symposium held entitled: The New Republic and the Achievements Made During the Activities of the Second Forum of the Parliamentary Committee of the of Nation's Future Party, in the presence of Dr. Assem Al-Jazzar, Minister of Housing, and Mrs. Nevin Jameh, Minister of Commerce and industry.
During her speech on her behalf by Dr. Ahmed Kamali, Deputy Minister of Planning and Economic Development, Dr. Hala El-Said said that within the framework of the role of the Ministry of Planning in managing public investment, the ministry attached utmost importance to directing the investment plan towards the priorities of the work of the Egyptian state to improve the quality of life of citizens and improve the level of services Reducing the development gaps between the Egyptian regions and governorates.
She indicated the ministry's keenness, through the plan for the year 21/2022, to continue the boom achieved in public investments, as the volume of public investments amounted to about 933, representing 75% of the total investments, and an increase of 535% compared to the year 2015/14, in addition to the cumulative total of public investments during the last seven years, from 15/2016 to 21/2022, amounted to about 3.4 trillion pounds.
El-Said added that the year 2022/21 witnessed, for the first time, total investments exceeding the trillion pound barrier to reach about 1250 billion pounds.
El-Said emphasized the catalytic role played by public investments in advancing economic growth, as upward growth rates have been achieved in recent years.
The Egyptian economy has also maintained positive growth rates despite the crises the world is witnessing from the Covid-19 pandemic and the Russian-Ukrainian crisis.
El-Said indicated that a semi-annual growth rate was achieved at 9%, compared to the corresponding growth rate in the previous year, 2021/20, which amounted to 1.3%, which represents the highest semi-annual rate since the beginning of the millennium.
El-Said explained that expectations indicate that the economy will achieve positive growth rates to reach a rate ranging between 6.2% and 6.5% in the fiscal year 2022/21, adding that this rate exceeds the expectations of the World Bank for the Egyptian economy, as well as the initial expectations of the government, which amounted to 5.4%. .
On leading efforts to achieve comprehensive economic development, El-Said affirmed that the ministry, in cooperation with various state agencies, implements many programs, projects, and initiatives that contribute to achieving comprehensive economic development.
She referred to the cooperation to implement a decent life initiative, which is the largest development initiative in the history of Egypt and the world.
She explained that the ministry's role in the initiative is focused on "financial management, follow-up of implementation rates, measurement of impact, and coordination of initiatives of all relevant parties to be consistent with the objectives of the initiative."
El-Said pointed to the launch of the "Quality of Life: Basic Needs" indicator to measure the impact of the "Decent Life" initiative on improving the standard of living of citizens, as well as the launch of the first integrated electronic system for preparing the initiative's plan, following up on project implementation, and measuring its development impact.
In her speech delivered on her behalf by Dr. Ahmed Kamali, El-Said also referred to the ministry's cooperation with the Information and Decision Support Center in the Council of Ministers, the Egyptian National Competitiveness Council, and the Central Agency for Public Mobilization and Statistics, in the project to develop the first indicator of the competitiveness of the Egyptian governorates.
Concerning raising the efficiency of public spending, El-Said indicated that it was achieved through several mechanisms, most notably the expansion in the application of "programs and performance plans and budgets," explaining that from the legislative point of view, the new general planning law has adopted the program and performance methodology.
On the institutional side, a program and performance plan unit was established in the Ministry of Planning and Economic Development and another in the Ministry of Finance, with the strengthening of the capabilities of state workers by organizing 495 training programs and workshops, benefiting 3,725 beneficiaries.
El-Said continued the discussion about the most prominent mechanisms, noting to raise the efficiency of the state's investment spending through the "integrated system for preparing and following up the investment plan."
She pointed out that the ministry has trained the reference agencies at the level of the Republic on how to use the three components of the system, to complete the training of 1,142 trainees from 352 subsidiary agencies affiliated with 44 main reference agencies, in addition to 171 directorates in 25 governorates to date.
El-Said explained that the final stages of linking the integrated system on the one hand and the Ministry of Finance's financial information system and investment bank databases, on the other hand, are nearing completion.
El-Said also indicated that the ministry also provided training to the authorities on how to prepare development feasibility studies for projects, intending to raise the efficiency of the state's investment spending.
For the benefit of the introductory training, 272 trainees represented from 172 sub-associate agencies, and 144 trainees, representing 118 sub-support agencies, continued the advanced training.
El-Said also touched on the launch of the "Adaa" system to monitor and evaluate government performance through specific development performance indicators that measure the level of achievement achieved in all government programs, to represent the first system of its kind in the history of Egypt’s government work.
This is in addition to the development of a "financing equation" to ensure the equitable distribution of public investments at the governorate level, noting as well as the issuance of the citizen's plan for all governorates for three consecutive years (19/20, 20/21, 21/22), and the launch of the "Sharek 2030 to be the link of the connection" application between the citizen and the government in proposing projects and initiatives, and following up and evaluating performance.
El-Said pointed to the preparation of the first guide on "gender-responsive planning", as well as taking measures to promote the concept of "evidence-based planning" and linking databases to the planning process. Faculty of Egyptian Economy.
El-Said added that preparations are currently underway to develop a national strategy to develop statistical work in Egypt, in cooperation with various international organizations and statistical work partners, in addition to the Ministry of Planning establishing two units for macroeconomic studies and modeling, to develop scientific estimates and forecasts for economic performance indicators and their exact scenarios, and to prepare analytical studies.
El-Said stressed that the ministry is working hard to diversify the sources of financing development plans and programs, by expanding the funding base in partnership with the private sector and regional and international sovereign funds.
El-Said pointed to the establishment of Egypt's Sovereign Fund intending to increase investments and diversify sources of financing for the sustainable development goals, in addition to the fund's establishment of four sub-funds, in addition to the fund's expansion into international and local partnerships.
El-Said added that the ministry is working to follow up the progress made in achieving the objectives of the many indicators set by the vision in its three dimensions: economic, social, and environmental.
El-Said explained that at the global level, Egypt has achieved an achievement that exceeds the goals of Egypt's Vision 2030 in many indicators.
El-Said indicated that the ministry is working on updating the strategy to keep pace with developments, including the implementation of the economic reform program in 2016, and how to deal with some issues.
She emphasized the intensification of efforts to "localize the sustainable development goals" in the governorates, noting that 27 reports had been launched to localize the sustainable development goals for all Egyptian governorates in cooperation with the United Nations Population Fund.
In her speech, delivered by Dr. Ahmed Kamali, El-Said referred to the launch of the Human Development Report for the Arab Republic of Egypt 2021 after its issuance was stopped for ten years, with the development of an action plan for promotion at home and abroad.
