The Ministry of Planning and Economic Development participated in the first meeting of the Technical Education Advisory Council.During the speech of Dr. Hala El-Said, Minister of Planning and Economic Development, delivered on her behalf by Dr. Nada Masoud, Economic Adviser to the Minister.The Ministry of Planning welcomed this new institutional entity, which is represented by the Advisory Council to Support the Transformation of Technical Education, which aims to support and ensure the implementation of the axes of the Technical Education Reform Strategy (TE2.0).El-Saidadded that the goals of the council and the roles entrusted to it are consistent with the plans and directions of the Egyptian state and its efforts to achieve comprehensive and sustainable development, foremost of which is the National Strategy for Sustainable Development: Egypt Vision 2030 and the National Program for Structural Reforms.El-Said added that the procedures related to the technical education and vocational training system occupies a pivotal position in the structural reform program, given that this system represents the main element supporting the link between education and the labor market.El-Said explained that the three sectors that represent the priority sectors within the framework of the structural reform program, which are industry, agriculture, and communications and information technology, all suffer from a shortage of trained manpower, whose skills are compatible with the requirements of these sectors, which represents a skill gap in the Egyptian labor market.
El-Said emphasized that the National Structural Reform Program is the program of the Egyptian state and not just the government program, as it was designed and identified its priorities about its axes, objectives, and procedures by following a participatory approach in consultation with all sectors, in addition to the results of detailed analytical studies.
El-Said added that in this context, the Ministry of Planning and Economic Development launched an important initiative last week by following a participatory approach with several ministries and institutions representing the Egyptian private sector and development partners.El-Said stressed the state’s endeavor to diversify sources of funding and support mechanisms for the sustainable development of the educational process, especially in light of the limited resources available by making partnerships with both the private sector and civil society. Last year, the government launched the Charitable Fund for Education with the active participation of business community institutions and the banking sector. This fund aims to contribute to providing sustainable financing for the development of the education system, support for students, and care for the distinguished among them. The fund also aims to provide a supportive environment for the inclusion of people with mild disabilities in pre-university education schools and to develop the quality of special education schools, in addition to providing a distinguished educational service directed to regions and the neediest, with managing charitable work and endowment institutionally and professionally.El-Said concluded her speech by emphasizing once again that the launch of the Technical Education Advisory Council represents a new step on the path of an extended process of fruitful development partnerships that the Egyptian state is keen to expand in, within the framework of the participatory approach adopted by the state, whether with other government agencies or with the private sector or society civil.
