Vision

Leading the country’s efforts towards sustainable development & economic prosperity for a better life

Egypt has the right to be proud of its vision for the future, and the steps by which it is implemented on the ground through accelerated construction processes to reach an advanced, stable and secured homeland, where the Egyptian citizen lives safe, conscious and informed.

Mission

The Ministry plays the leading role in achieving sustainable development & formulating impact based policies via effective planning, monitoring & evaluation of government performance to implement the sustainable development agenda besides efficient management of public investments towards a knowledge-based and competitive economy in partnership with the private sector civil society through attracting & raising the capabilities of distinguished human assets using a scientific methodology in line with global best practices.

General Objective

In planning,  Ministry of Planning and Economic Development aims to develop sustainable development plans and achieve consistency between the implementation of the strategic vision of the state and development plans in various areas. The Ministry is also developing a guide to educate citizens about the objectives and policies of the development plan, with the aim of highlighting priority areas. The Ministry also works on the development and implementation of (Egypt Vision 2030) in coordination with ministries, stakeholders and development partners, which helps to develop the statistical capabilities to measure the impact, performance and project completion rates to achieve the objectives of the vision.

Strategy

Coordination of the plans of line and productive ministries at the national and regional levels, standardization of the concepts of national programs, formulation of public policies and plans and programs to promote and develop the performance of government services, development of an integrated framework for continuous field monitoring of the plan projects to identify the pros and cons that may face the implementation of projects and finding practical solutions to them. In addition, the Ministry develops general frameworks to achieve participatory development that integrates and accommodates the private sector and civil society organization in order to implement the state's public policies, programs and projects at the national and regional levels and provide government services to create new jobs by expanding the deployment of service providers.

Functions of the ministry

Under the Prime Minister's decree no. 193 for 2020, the functions and tasks of the Ministry of Planning and Economic Development include the following:
Planning
  • Develop long, medium and short-term sustainable development plans and ensure consistency of the implementation of sectoral strategies and plans with the development strategy, the state budget law and the other budget implementation laws.
  • Implement and monitor the implementation of the provisions of the state general plan preparation Law. 
  • Prepare the development plan's general guide, including central, sectoral and geographical objectives and policies, development program selection criteria, project priorities and key performance indicators.
  • Study the administrative entities proposals for the preparation of the annual investment plan, evaluate the proposed investment projects for each entity and determine the allocation of their investment plan, while achieving consistency and integration between the central, regional and local plans.
  • Participate in the development of program and performance plans and take the necessary actions to implement them and activate their performance.
  • Work to diversify financing sources for development plans and programs and motivate partnership mechanisms with the private sector, civil society and development partners to enhance funding for development, without violating the functions of the Ministry of International Cooperation and in coordination with ministries and stakeholders.

Economic Development
  • Formulate and monitor the implementation of the National Sustainable Development Strategy (Egypt Vision 2030) in coordination with ministries and stakeholders, in addition to monitoring the implementation of the UN Sustainable Development Strategy (2030 Agenda) and ensuring compliance with the 2063 Agenda.
  • Develop periodic reports to assess indicators for the implementation of the sustainable development goals.
  • Set the overall objectives of economic development and propose economic policies to achieve them and participate in the formulation of sectoral and geographical development strategies at the national level in partnership with ministries and stakeholders.
  • Develop and improve the GDP structure and increase the competitiveness and productivity of the economy by proposing and pursuing macro-sectoral reforms in cooperation with ministries and stakeholders.
  • Propose the necessary draft laws and decrees to achieve the objectives of the state’s economic development and express opinion on them.

Minister's Speech

The Egyptian state is going through a new phase of construction and development that has been taking place in light of a serious and bold vision since 2014, through which Egypt looks to the future by adopting a plan titled "Sustainable Development Strategy: Egypt Vision 2030". In this context, Egypt has taken rapid steps towards the implementation of the national program of economic and social reform, which began in 2016, with the liberalization of the exchange rate and structural reform measures of some vital sectors, mainly the energy sector, and the adoption of a package of legislative and institutional reforms, as well as the enormous efforts in infrastructure improvement and development with the aim of creating an enabling investment climate, which has achieved tangible success that has been praised by international institutions.

In this context, the Ministry of Planning and Economic Development (MPED) is playing a vital role in the development planning process of the Egyptian state through its short, medium and long-term sustainable development plans, achieving consistency between the implementation of sectoral strategies and plans and the development strategies and relevant laws, in addition to the preparation of the general manual of the development plan, examining the proposals of the administrative authorities on the preparation of the annual investment plan, evaluation of the proposed investment projects for each entity. The Ministry is working hard, in coordination with the concerned Egyptian authorities, to diversify the sources of funding for development plans and programs, promote and activate partnership mechanisms with the private sector, civil society and development partners in the process of developing and participating in national, regional and local plans.

The Ministry is also proud of its role in setting the overall objectives of the economic development of the Egyptian state, proposing implementation policies, participating in the formulation of development strategies in cooperation and coordination with concerned ministries and stakeholders, and develop and improve the structure of GDP and increase the competitiveness and productivity of the Egyptian economy.

In conclusion, I emphasize that Egypt has been facing enormous challenges during the past years posed by the variables of the stage that can be seen as a short story in the lives of peoples, although these few years require intensification of hard work, under a sincere and courageous leadership that believes in the capabilities of this great people and strives hard to meet their aspirations and face the challenges and variables with the tangible successes that we see every day on the ground. This is what motivates us to continue working with optimism and hope for a better future that lives up to the legacy of a people who make history, and who continues to offer humanity with the generous gift of its loyal sons at home and abroad.
